The Hawaii Law Enforcement Standards Board (LESB) is issuing this Request for Proposals (RFP) to select a qualified Offeror to conduct a comprehensive statewide Law Enforcement Job Task Analysis (JTA) and, from the training content already in use across Hawaii’s law enforcement agencies, to recommend how that content can be aligned to the verified results of the analysis. The JTA will identify and verify, by job assignment, the essential tasks and competencies required for effective law enforcement across Hawaii’s diverse social and operational environment, including the differing scopes of law enforcement authority exercised across the participating agencies.
The selected Offeror will collaborate with the LESB and its stakeholders to deliver a verified, legally defensible analysis, together with performance objectives, proposed performance standards and passing levels, assessment recommendations, and curriculum recommendations derived from it.
