Cook County is seeking Construction Manager at Risk ("CMAR" or "CM") services for the Public Safety portfolio. This specific project includes the construction of the new Cook County Medical Examiner's Office project, RFQ Package 1.
The Cook County Department of Capital Planning and Policy will be building a new facility for the Cook County Medical Examiner's Office (MEO). The County intends to contract with a Construction Manager at Risk (CMaR) to provide pre-construction and full construction services. The expectation is the CMaR will provide pre-construction services during and upon completion of the design phases, to provide the County a Guaranteed Maximum Price (GMP).
The anticipated new, state-of-the-art, +/-120,000 square foot, multiple floor facility (plus basement and penthouse) will house visitor areas, administrative offices, laboratories, law enforcement support areas, forensics, and storage areas.
This solicitation is for RFQ Package 1 only.
The CMaR will provide comprehensive construction management services for the preconstruction and construction of the Medical Examiner's Office of approximately 120,000 sq. ft. and on-site surface parking that will meet the County's objectives for quality, cost, and schedule. The existing MEO building will stay fully functional until the completion and move-in of the new facility.
The A/E Design Team has been awarded under separate contract. The CMaR will be retained to provide constructability reviews, phase delivery approach support, cost estimating, value engineering reviews, and validation of the schedule. The Owner will require an early Guaranteed Maximum Price (GMP an open book GMP) at 95% completion of Contract Documents.
This overall development of the site will be delivered as three (3) contracts for construction, as identified below.
