What the bid is for

The City of Wichita is seeking bids from firm(s) for Fuel; Lead Free, E10; Diesel #1 and Diesel #2 for the Public Works & Utilities Department/Fleet Division.

THE AWARD WILL BE BASED ON THE LOWEST AND BEST TOTAL NET BID, AND MAY BE AWARDED TO MULTIPLE VENDORS.

Scope

It is the desire of the City of Wichita to contract with a vendor, or multiple vendors, to deliver tank wagon loads of approximately 1,500,000 gallons of total fuel on an "as needed" basis to be used by the Airport Authority, Community Facilities, Police, Fire, Wichita Transit, Park, and Public Works & Utilities. Deliveries of less than 5,000 gallons will be considered a tank wagon load.

For bid purposes, bidders will indicate a markup per gallon by fuel type to be added to the "OPIS" published low price for the Wichita Area Wholesale Suppliers. This markup per gallon will include freight cost, but not any taxes, super fund or cleanup fees which will be additional as applicable. Applicable taxes will be charged separately as determined by the City. Note: The City will pay the preceding Friday OPIS published low price for the fuel received during the week plus the listed mark-up per gallon.

The successful bidder will be required to meet the following:

  • All diesel fuel must meet the following minimum specifications: [...]
  • Gasoline must meet the minimum rating of 87 octane.
  • Fuel deliveries will be made on an "as needed" basis to the several locations as listed.
  • The amount of fuel delivered must be substantiated by meter reading and verified by the employee signing the delivery ticket.
  • The successful vendor(s) will submit invoices within one week of delivery and will be separated by delivery. The invoice will include the location, product, gallon, and pricing.
  • An annual report of all fuel purchases per location shall be submitted to the City of Wichita Finance Department Purchasing Division.
  • Orders are placed prior to 8:00AM for same day delivery. Delivery will be required prior to 4:00PM.
  • The successful vendor(s) will be available for deliveries 365-days per year.

The quantities indicated herein are estimated and shall be used to evaluate the bid only. The quantities purchased will be those actually required by the City of Wichita to operate its fleet of vehicles and equipment.
