Type 2 Safety Helmets and Accessories

The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Type 2 Safety Helmets and Accessories. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO **2:00 pm on Thursday, November 19, 2026**. Late responses will not be accepted.

The Washington Suburban Sanitary Commission (WSSC Water) seeks Contractor to provide Type 2 Safety Helmets and accessories to WSSC Water warehouses on an as needed basis to support WSSC Water's safety program.

This specification covers protective Helmets (Helmets) with ratchet suspensions and Four-point Chin Straps (ANSI Z89.1 type 2 and EN 12492 compliant). The Helmets shall be constructed from Virgin Acrylonitrile Butadiene Styrene (ABS). The Helmets shall comply with the American National Standards Institute (ANSI/ISEA) Z89.1 (latest revision), "safety requirements for industrial head protection," Type 2, Class E, with a dielectric strength of 20,000 volts.

The Helmet shall be equipped with a MIPS (Multi-Directional Impact Protection System) to reduce the inducement of rotational impact to the head. The Helmet shall be non-vented. The Helmet shall include reflective striping. The Helmet shall include a foam liner. [...]

The cap size range are 6-1/2" THROUGH 8." The color of the Helmets shall be high visibility (ANSI HV, Hi-Viz) yellow green. The color of embossing (except for the reflective stripes) shall be black.

The full WSSC Water "W" logo including the tagline, "Delivering the Essential" shall be heat-embossed on the front of the cap. The block words "Work Safely" shall be heat-embossed on the left or left-rear side of the cap. The block letters "WSSC Water" shall be heat-embossed on the right or right-rear side of the Helmet. [...] The successful Bidder shall submit a sample Helmet complete with the required custom graphics to WSSC Water prior to the first delivery.

This specification covers protective Helmets (Helmets) with ratchet suspensions and four-point chin straps (ANSI Z89.1 Type 2 and EN 12492 compliant) for the Type 2 XL Protective Helmet. The Helmets shall be constructed from High Density Polypropylene. [...] Head circumference/cap size range: 60 cm through 66 cm or 7.625" through 8.5".

**Submission method:** Bids shall be submitted electronically via WSSC's eProcurement portal at https://procurement.opengov.com/portal/wsscwater. Only one Bid may be submitted by a Supplier. Oral and telegraphic Bids, including e-mail submissions, are considered invalid and will not be accepted or considered for award.

**Minimum qualifications (required):** The Bidder must be a manufacturer or authorized distributor of Type 2 Protective Safety Helmets specified in Attachment A.

The solicitation is being advertised through the Invitation for Bid (IFB) process. The Contract will be awarded to the responsive and responsible bidder who submits the lowest bid price or the lowest evaluated bid price as outlined in WSSC's Procurement Regulations (§ 6.15.310). A Prompt Payment discount of 15 days or more may factor into the award. WSSC Water intends to make a single award under this Contract.

Provide a certificate of insurance in accordance with the Insurance Requirements located in the Solicitation Appendix B. All unit prices shall include F.O.B. destination shipping terms.
