This Request for Quote (RFQ) is posted by the Department of Conservation and Recreation (DCR) for the procurement of four (4) new Honda Four Trax Rancher 420 ATVs and additional items. DCR must take possession of the items by December 31st, 2026.

DCR seeks a vendor to provide:

Honda ATVs

- Four (4) new Honda Four Trax Rancher 420 as specified in table below

Additional Items (to be installed by vendor*)

• Four (4) Accessory Sub Harness
• Four (4) 12V Accessory Socket
• Four (4) Winch
• Four (4) Winch Mount Kit
• Four (4) Front Bumper
• Four (4) Hand Guard Kit
• Four (4) Front Pro-Connect Steel Basket
• Four (4) Rear Pro-Connect Steel Basket
• Six (6) Front Tool Boxes*

*Front tool boxes do not need to be installed by vendor

Specifications and items sought are provided in the following table. DCR must take possession of the items by December 31, 2026. Items will be picked up by DCR.

Scope of Work

The scope of work will include, but may not be limited to:

• Providing equipment and accessories as specified in the preceding table.
• DCR must take possession of equipment and accessories December 31st 2026.
• DCR will pick up ATVs, vendor is not responsible for delivery.

Pricing

Bidders shall provide an all-inclusive total price including four (4) Honda Four Trax Rancher 420 and additional items

Responses

Responses (bids/quotes) are to be submitted to DCR electronically via the “Create Quote” function contained in Commbuys system. If you are a vendor on the PSE01 state contract and have not registered on Commbuys, you are **required** to do so.

Bidders must fill out and return the attached *Bid Response Form*. Submission of a completed *Bidder Response Form* is **MANDATORY**.

Evaluation Criteria

Responses will be evaluated according to the following criteria:

• Cost
• Ability to provide requested items
• Ability to ensure DCR is able to take possession of equipment and accessories prior to December 31st, 2026

DCR reserves the right to evaluate all bid submissions on past similar experiences, available resources, reference checks, and costs. DCR reserves the right to award one or more contractors. Contracts will be awarded based on available funding.

Please ensure that your vendor fee schedule included with this proposal matches that which is posted by OSD for this contract. If the fee schedule exceeds that which is posted, your bid will be disqualified.
