What the bid is for

MassHousing, in collaboration with the Executive Office of Housing and Livable Communities ("EOHLC" and together, the "Agencies"), is issuing this Request for Proposals ("RFP") for qualified non-profit and for-profit developers (the "Sponsor") interested in using manufactured (specifically CrossMod), modular, or other cost-effective methods to produce starter homes in the Commonwealth ("Move-In Mass" or "Pilot Program").

MassHousing is making available up to **$10 million** for Move-In Mass to facilitate the production of approximately 20 new homes in total. Through this RFP, the Agencies intend to select up to three (3) Sponsors to receive funding awards (each, an "Award"). Awards will be used to support the design, bulk purchase, installation, and sale of fabricated homes. These funds will be delivered as low-cost non-amortizing loans during the development period; a substantial portion of the funds will be returned to Move-In Mass at the time that the homes are sold.

Scope

Move-In Mass seeks to expand homeownership opportunities for homebuyers across Massachusetts through lower-cost manufactured, modular, or other innovative construction methods, along with lower-cost development-period financing. Together, these strategies can deliver starter homes in a scalable way.

The Pilot Program seeks to make Awards to projects that deliver quality, code-compliant, owner-occupied starter homes; ensure fair and equitable marketing and lottery selection; and sell homes at a cost to minimize subsidy, enabling repayment of the Award to facilitate future Move-In Mass projects.

Eligible Production Models will involve manufacturing of homes, in whole or in part, in a factory setting (by the "Manufacturer") as well as siting on a parcel of land using one of the following:

  • CrossMod homes
  • 3D volumetric modular homes
  • Other innovative production models may include 1D kit-of-parts and 2D panel systems.

Production (new construction) of homeownership homes on one or more parcels of land in the same municipality (the "Site") by the Sponsor using an Eligible Production Model ("a Project"). [...] Minimum of five (5) units per project. [...] A minimum of 20% of the units in a Project must be priced at initial sale at the lesser of the market value of the unit and a price affordable to households earning no more than 80% of AMI and spending no more than 30% of their income on housing costs ("MIM Restricted Unit").

MIM Restricted Units must be sold to households earning no more than 80% of AMI, adjusted for household size, and remain subject to a resale restriction for a minimum of 15 years from the initial sale.
