Jackson County Department of Transportation (JCDOT) is seeking bids for qualified, established, professional contractors to mine 20,000 cubic yards of 23A gravel from a pit located on Blue Ridge road in Jackson County MI. This project must be completed by August 1, 2027, unless otherwise approved by Jackson County. Bid prices must remain firm for the course of this contract.
Jackson County will work with the CoPro+ Cooperative Bid Program to market and extend the resulting contract to other government municipalities throughout the State of Michigan. The contract will enable public municipalities to "piggyback" and purchase gravel pit processing services through this competitive process.
All materials are to meet current Michigan Department of Transportation specifications for 23A Gravel. The Jackson County Department of Transportation (JCDOT) or its authorized representatives will take three (3) (one at the beginning of the pile) test samples obtained from the stockpile in accordance with the current MDOT Inspection Manual. Should three (3) consecutive tests fail, the entire pile will be rejected.
Bidders are required to provide a pit management plan that is designed to detail methods to minimize and manage environmental impacts of gravel extracting and cartage operations and provide for the rehabilitation of the site.
The pit is located on Blue Ridge Road at the end of Saunt road in Jackson County MI.
Contractor must comply with all Napoleon Township zoning ordinances, all Michigan Department of Environmental Quality (DEQ) regulations, all Mine Safety and Health Administration (MSHA) pit operations regulations and all state and federal regulations.
JCDOT requires that the method of stockpiling used achieve maximum uniformity. The Bidder must submit a "stockpile plan" with their bid response. [...] Stockpiles that appear segregated will be rejected on visual inspection by JCDOT.
Upon acceptance of a pit management plan by JCDOT, the work must be completed by August 1st, 2027, unless otherwise negotiated. Contractor must shut down mining equipment at 12:00pm on Saturdays and the day before a holiday. No Sunday or holiday work is permitted. Mining operations will not be allowed after sunset or before sunrise.
The awarded contractor will provide a full listing of equipment to be utilized on each project, and provide equipment capable of required application rates and amounts.
After mining is completed, JCDOT will measure stockpile with a drone for a correct cubic yardage for the product.
