Annual Ready Mix Concrete FY27

The City of Lebanon, Missouri (“The City”) invites bids from qualified organizations for the purchase of Ready-mix Concrete for the period of January 1, 2027, through December 31, 2027. This bid shall include 5.5 bag mix, 6 bag mix, 6 bag paving mix, 8 bag paving mix, and delivery.

This Invitation for Bid (IFB) seeks bids from qualified organizations for the purchase of Ready-mix Concrete, to the City of Lebanon as described hereto.

• The bidder shall provide Ready-mix Concrete to the City of Lebanon in accordance with the specifications stated herein.
• The bidder shall provide all deliverables to the sole satisfaction of the City of Lebanon
• The City of Lebanon does not guarantee that any materials will be ordered.
• Unless otherwise specified herein, the bidder shall furnish all material, labor, facilities, equipment, and supplies necessary to provide the deliverables required herein.

**NET DELIVERED FIRM PRICE** – The Ready-mix Concrete shall be delivered ready for use to the delivery destination. All prices quoted by the bidder must be with all delivery, handling, surcharges and other charges included in the bid price. Failure to do so may cause rejection of the bid. The City of Lebanon will not pay additional surcharges.

The vendor shall demonstrate to the City of Lebanon prior to acceptance by the City that the Ready-mix Concrete delivered complies fully with the enclosed specifications.

• There shall be no minimum load restrictions.
• There shall be no short load charge.
• There shall be no service charges assessed.
• A copy of each ticket shall be included with the statement.
• A written statement giving the properties of the materials and the proportions by weight (dry) of cement and of the fine and coarse aggregates that are proposed for use shall be provided.

Bids will be accepted until **2:00 PM Tuesday, December 1, 2026**. Bids will be accepted **electronically through our e-bidding service provider, Ion Wave Technologies** at https://lebanonmissouri.ionwave.net/Login.aspx.

Vendors must complete registration at least seven (7) calendar days prior to the bid opening date.

Bids shall be made only on forms provided therefore, properly signed and with all items filled out. No bid received after the time fixed for receipt will be considered.

Proposer agrees that this bid shall remain valid and may not be withdrawn for a period of thirty (30) calendar days after the scheduled closing time for receiving bids.

Selection of the successful proposer will be determined by a combination of complete documentation as required in this bid submission, best value, and total cost.

The City of Lebanon will exercise their tax-exempt status and require that the Bid Amount NOT include sales tax on materials.
