Environmental Legal Counsel

The Township is soliciting Proposals from interested persons and/or firms for the provision of professional services listed below. The criteria will be tailored to each proposal under a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a proposal. [...] The Township has a need for Environmental Legal Service to assist the municipality with continuing to quantify environmental liabilities, negotiate with contributing and responsible parties, and to provide a comprehensive and legally defensible case with regard to Veterans Park and surrounding area.

The Township has a need for Environmental Legal Service to assist the municipality with continuing to quantify environmental liabilities, negotiate with contributing and responsible parties, and to provide a comprehensive and legally defensible case with regard to Veterans Park and surrounding area. The selected Environmental Legal firm must extensive experience to meet the demands and requirements of the ongoing litigation and settlement process, reviewing insurance claims coverage, and working with state agencies such as the New Jersey Department of Environmental Protection (NJDEP) on governmental regulations involving soil Remediation and groundwater remediation.

The remediation project has been an extended process that has been actively ongoing since 2006. It is the Township's expectation that the selected firm will assist in taking this project to a conclusion within the next year; at which time the Township will be able to continue with groundwater remediation.

Firms and/or person(s) responding to this RFP shall be able to demonstrate the proposed attorney has the knowledge and historical skill to perform the duties of said appointment and meet the responsibilities that are required of the position.

BIDs must be submitted online ONLY via the link on the Township's website. BIDs must be received by the website's "lockbox"; and submitted by **Friday, November 13, 2026 at 11:00 am** prevailing time. No paper proposals shall be accepted.

Once proposals have been opened, they shall remain firm for the period of sixty (60) calendar days.

All services outlined shall be billed at a blended hourly rate of **$250** for partners and associates, a blended hourly rate of **$100** for clerks and paralegals and reimbursements as described below for a total authorization not-to-exceed **$70,000.00** for calendar year 2027.

The methodology for the awarding of this contract shall be based on an evaluation and ranking and will include a weighting of criteria, all developed in a way that is intended to meet the specific needs of the contracting unit. When an evaluation methodology uses a weighting of criteria, the weighting to be accorded to each criterion will be disclosed to Respondents after the receipt of proposals.
