Unser Boulevard Widening Phase IIB

The City of Rio Rancho is soliciting formal bids for the Unser Blvd - Phase IIB project which consists of reconstruction of Unser Blvd from Cherry Road to Paseo del Volcan. Construction includes full reconstruction of the roadway section earth work, erosion control measures, traffic control, permanent signing and striping, drainage structures, lighting, landscaping, and miscellaneous construction as needed.

This project is partially funded by Federal Highway Administration (FHWA) funds, and the New Mexico Department of Transportation (NMDOT) therefore the City of Rio Rancho and the awarded contractor must comply with all Federal and State requirements.

Construction includes full reconstruction of the roadway section earth work, erosion control measures, traffic control, permanent signing and striping, drainage structures, lighting, landscaping, and miscellaneous construction as needed.

The Contractor shall implement the NMDOT ADA Construction Inspection Policy and Procedure. This Work shall be considered incidental to the completion of the Project and no additional payment shall be made.

The Contractor shall coordinate with both the NMDOT and the respective utility identified in this NTC. Protect in Place – Circuit Line between STA 12+00 & STA 13+00 (PNM electric).

**Submission method:** Sealed bids for the project will be received in the Office of the City Clerk, City of Rio Rancho City Hall, 3200 Civic Center Circle NE, 1st Floor - Room #150, Rio Rancho New Mexico 87144, no later than **10:00 AM, Local time, January 12, 2027**.

Bidders must submit their original bid in a sealed envelope or container via USPS, other mailing services or hand deliver and must upload one (1) electronic copy on the City’s Bonfire portal at https://rrnm-gov.bonfirehub.com/portal/?tab=openOpportunities to be deemed a Responsible Bidder. Bidders will be deemed Non-Responsive if original physical bid submissions and/or electronic submission are received after the deadline date and time or not submitted at all.

BIDDER shall have a New Mexico Contractor's License and all classifications required to perform the Work.

Questions received less than ten (10) calendar days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding.
