Culvert Replacement Project Melvin Hill Road over Tributary to Canandaigua Outlet

Town of Phelps, New York will receive sealed Bids for the 4BNY94 - Culvert Replacement Project Melvin Hill Road over Tributary to Canandaigua Outlet in Ontario County, New York.

The work to be performed consists principally of the furnishing of all labor and materials for: Removal of the existing concrete culvert, and replacement with a 4-sided single span precast concrete box unit structure supported on a gravel foundation, and associated highway approach work and stream work. Construction will be on the existing alignment with a signed off-site detour to maintain traffic during construction.

The forgoing is a general outline of work only and shall not be construed as a complete description of the work to be performed under the Contract.

The work to be performed consists principally of the furnishing of all labor and materials for: Removal of the existing concrete culvert, and replacement with a 4-sided single span precast concrete box unit structure supported on a gravel foundation, and associated highway approach work and stream work. Construction will be on the existing alignment with a signed off-site detour to maintain traffic during construction.

The project duration is 120 days from Notice to Proceed for the 2027 construction season.

The Contractor shall be responsible for coordination with all affected utility agencies.

The Ontario County Permit for the detour is responsibility of contractor and has to be in hand prior to construction start.

**Submission:** Sealed bids may be mailed (return receipt requested) to the following address: Town of Phelps Office, 79 Main Street, Phelps NY, 14532, Attn: Barb Middlebrook. Bids will be received until and publicly opened and read on **Tuesday, November 10th, 2026 at 1:00 PM**. Bid envelope must have project name, bid date and bid time on envelope.

On or after October 20th, 2026, copies of the Contract Documents may be obtained upon payment of **$25.00** (by non-refundable check, made payable to the Town of Phelps) for each set of documents requested. Only those who have purchased Contract Documents directly from the Town will be provided addenda and will be allowed to submit a bid.

Bids must be made in writing on the forms furnished and shall be accompanied by a bid guaranty for an amount not less than **five percent (5%)** of the amount bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds and provide insurance in accordance with the Instructions to Bidders.

All bids must be accompanied by a Non-Collusion Statement in order to be considered.

This is a prevailing wage rate project. Certified payrolls and employee OSHA certifications are required in this contract.

If the contract is to be awarded, it will be awarded to the lowest Bidder whose evaluation by Owner indicates to Owner that the award will be in the best interests of the Project.
