The County of Rockland Office for the Aging (OFA) is issuing this Request for Proposal (RFP) for the provision of Nutritious Home-Delivered Meals across two service categories: Daily Delivered Meals and Bulk Delivered Meals including the provision of standard, therapeutic, Kosher, and other culturally specific Home-Delivered Meals.
The primary goal of the Rockland County OFA Home-Delivered Meal Program is to ensure that all eligible older adults aged 60 and older receive high-quality, nutritious meals promoting independence within the community and to combat food insecurity across the county. Meal delivery must be executed by an employee or volunteer of the proposing organization; third-party common carriers or drop-shipping methods are acceptable as applicable.
The Scope of Work for this RFP outlines the preparation, provision, and delivery of meals that meet one-third (1/3) of the USDA Daily Recommended Dietary Allowance (RDA) for adults. Proposers must develop cycle menus approved by a Registered Dietitian (R.D.), Certified Dietitian Nutritionist (C.D.N.) or Certified Nutrition Specialist (C.N.S.) and submit them to the RCOFA Dietitian to ensure compliance with all nutritional and program requirements.
To meet these goals, proposers are required to deliver meals using either employees or volunteers from their organization, ensuring a direct and reliable connection with the clients they serve. While meals may be transported through third-party common carriers or drop-shipping methods when appropriate, the proposing organization must maintain oversight and responsibility for ensuring timely, accurate, and safe delivery.
Proposers are required to provide comprehensive meal plans covering:
Daily Home Delivered Meals may include hot, cold and/or frozen meals. Shelf-stable and/or frozen meals must be supplied in anticipation of inclement weather or other emergencies that may disrupt daily delivery. Bulk Delivered Meals and Frozen Meals may be provided as multipacks.
It is the responsibility of the Proposer to provide delivery vehicles for the home delivered meal service. The Proposer must be responsible for all cost of the vehicles including the cost of fuel, licensing and insurance, and maintenance of vehicles. [...] Menus are planned based on a minimum of a four-week cycle. [...] The Proposer must develop a procedure for labeling all hot, cold, and frozen meals with meal content and ingredients.
