708 Bell Fork Renovation

The purpose of this bid is to solicit proposals for the renovation associated with the facility located at 708 Bell Fork Road, Jacksonville, NC 28546. This project will transform the building into a dedicated training facility for the College’s Basic Law Enforcement Training (BLET) Program, providing instructional, administrative, and support spaces designed to meet the needs of law enforcement education and workforce development. The completed facility will support classroom instruction, hands-on training activities, and related program functions in a safe and efficient learning environment.

The intent of this solicitation is to award an Agency Specific Contract.

This is a turn-key operation. The scope of work for this project is listed in section 5.1.

Low-Voltage & Infrastructure

• The contractor is responsible for installing all pathways, conduits, and supports needed for future cabling and hardware. (All Network and HDMI cable pulling and terminations will be handled later under a separate statement of work.)
• Install code-compliant J-hooks above the ceiling and/or raceways to support future data and video to all designated spots.
• Include pull strings in all newly installed conduit runs.
• Install ceiling-to-wall conduit pathways for HDMI and network cables running from both the front projection area and the back wall display.
• Provide one ceiling pathway and rough-in box for a future ceiling-mounted wireless access point.
• Front Wall: Install one quad-gang faceplate (for Cat6 data) with a conduit run at standard wall height so it stays clear of the projection area. If there is no electrical outlet nearby, install a dedicated power outlet at this location for IT equipment.
• Rear Wall: Install a conduit run in the back wall ending at display height for a future TV (covering data and HDMI). Install an electrical power outlet at display height next to this conduit box for the TV.
• Supply and install a recessed, ceiling-mounted motorized lift to hide the projector above the ceiling grid when it is not being used.
• Install dedicated power at the ceiling projector location and run a pathway directly into the projector housing. Include an additional pathway for all required projector cabling.
• Prep and paint the designated front wall projection area with non-gloss, glare-reducing paint designed for projection display.

Building Renovations and Interior Improvements

• Demolition of existing stage
• Demolition of the existing carpet flooring throughout training room
• Patch slab area under carpet
• Demolition of existing knee wall at front entry
• Remove existing door & frame, reinstall in a lower location once stage is removed
• Construction of approximately 26’ of new light gauge metal stud wall
• Wall to have 5/8” drywall installed on both sides
• Prep and paint new walls to match existing
• Rework of the existing acoustical ceiling to tie into the new walls
• Rework existing electrical outlets to lower them to standard height
• Rework the existing light fixtures in the new storage room
• Installation of new data raceways for projector
• Install new carpet tiles throughout area, including new 4’ cove base

**Submission method:** Sealed, mailed responses ONLY will be accepted for this solicitation. Submit two (2) signed, original executed bid responses in a sealed package marked with (1) Vendor name; (2) the IFB number; and (3) the due date. Attempts to submit a bid via facsimile (FAX) machine, telephone, or email in response to this IFB shall NOT be accepted.

Bids will be publicly opened **Friday, November 6, 2026 @ 10:00am**. Late bids, regardless of cause, will not be opened or considered.

**Mandatory** site visit: October 29, 2026, 09:00 am Eastern Time, at 708 Bell Fork Rd, Jacksonville, NC 28546.

An award will be based on the responsive bid(s) offering the lowest price that meets the specifications provided herein, to include any required verifications set out here in such as but not limited to past performance, references, and financial documents.

Offer shall be valid for at least sixty (60) days from date of bid opening.

The Vendor shall begin work under the Contract within thirty (30) business days of the Effective Date.

Vendor shall provide at least three (3) references, using *Customer Reference Form*. Each Vendor shall certify it is financially stable by completing *Certification of Financial Condition*.
