RFP 92-27-001

Craven Community College (College) is requesting bids to provide and install turnkey one (1) four-classroom modular building ("Building") at the College’s Public Safety Training Center, located at 501 Executive Pkwy., New Bern, NC 28562.

Specifications

Items offered by the Vendor must meet, exceed, or offer an acceptable alternative to the listed Specifications to be considered for award.

• A modular halves (double-wide) configuration is preferred
• Four (4) classrooms of approximately 700–800 square feet each
• At least one (1) unisex restroom; two (2) restrooms preferred
• Full ADA compliance
• Skirting with access doors
• Compliance with all North Carolina hurricane safety requirements
• Heating, ventilation, and air conditioning (HVAC) system with overhead ducts
• Pre-installed data cabling and jacks for networking and internet connectivity
• Turnkey installation and connection to water, electric, sewer, and related utilities (currently located 5’ away from site)
• Vendor responsibility for all structure installation and permitting
• Preferred exterior finish in dark gray to match existing buildings on the property
• Plans prepared by an engineer or architect registered in North Carolina
• Maximum dimensions of 64’ by 66’ to fit on the leveled prepared dirt pad
• ABS pads with blocks and tie-downs according to local code
• 120-208V power
• Emergency exit signs above each door and smoke detectors to code
• Stairs and handicap ramp
• DOI-approved modular manufacturer's product, third-party certified, and labeled with the NC Modular Construction Validating Stamp
• Full compliance with NCBC Volume 1 for educational occupancy, including accessibility, egress, fire/life-safety, light/ventilation
• As-built diagrams of electrical service arrangement, including all transformers, raceways, cabling, and other essential equipment necessary for a complete installation.

Alternate Bid

The College requests an alternate bid for the conversion of one (1) of the four (4) classrooms identified in the project documents into office space containing four (4) offices.

The office area shall be configured to provide functional, finished office spaces suitable for single use. This includes partition walls, doors and hardware with individual locks for each office door, electrical outlets, and all associated finishes.

The College reserves the right to accept or reject this alternate bid.

Delivery and Installation

The Vendor shall deliver Free-On-Board (FOB) Destination Freight Prepaid to the following location: Public Safety Training Center (PSTC), Craven Community College, 501 Executive Pkwy., New Bern, NC 28562.

The College expects delivery within or after the month of January 2027, pending completion of the PSTC site.

Delivery shall not be considered to have occurred until installation has been completed and accepted by College. Upon completion of the installation, the Vendor shall remove and properly dispose of all waste and debris from the installation site. The Vendor shall be responsible for leaving the installation area clean and ready to use.

**Only electronic responses will be accepted for this solicitation.** Proposal responses shall be submitted electronically via the electronic Vendor Portal (eVP). Late bids, regardless of cause, will not be opened or considered, and will be automatically disqualified from further consideration.

The Contract shall be awarded to the lowest responsible, responsive bidder, taking into consideration quality, performance, the time specified in the bids for performance of the Contract, and compliance with this RFP.

Award is based on the following criteria listed in descending order of importance:

• Responsiveness to the specifications and this RFP
• Pricing
• Product quality
• Vendor performance history
• Vendor ability to deliver the Building in the time required by the College

Offer shall be valid for at least sixty (60) days from date of bid opening.

Commercial General Liability **$2,000,000.00** Combined Single Limit. Automobile **$1,500,000.00** Bodily injury and property damage, **$500,000.00** Uninsured/under insured motorist, **$50,000.00** Medical payment. The vendor must cover insurance on transportation and installation of the Building.

The Contract shall begin on the date of final Contract execution (the “Effective Date”) and terminate upon acceptance by the College, not including terms that survive termination such as warranties.

A non-mandatory site visit is scheduled for this RFP.
