MYCF HVAC Replacement

Oregon Youth Authority is issuing this Request for Quotes under the procurement rules outlined in OAR 125-247-0270 for HVAC replacement of OYA's MacLaren Youth Correctional Facility ("MYCF") Administration Building, located at: 2630 N Pacific Hwy, Woodburn, OR 97071.

OYA anticipates the award of one contract and reserves the right to amend the resulting contract for additional time or money up to **$250,000.00**.

OYA is seeking Quotes to install four (4) HVAC units (the "Project") at MYCF located at 2630 North Pacific Highway, Woodburn, Oregon 97071.

HVAC Unit Specifications

• MYCF Geer: Replace existing units by providing and installing two (2) new 12.5-ton Trane Precedent Package Rooftop Units with Economizers WSK150A3SON** or equivalent, with transition ducting as required. Utilize existing concrete pads and controls. Condensate piping and disposal of old units required.
• MYCF Timberline: Replace existing units by providing and installing two (2) new 7.5-ton Trane Precedent Package Rooftop Units with Economizers WSK090A3SON** or equivalent, with transition ducting as required. Utilize existing concrete pads and controls. Condensate piping and disposal of old units required.

Exclusions

• High voltage electrical connections.
• Concrete equipment pads.
• Natural gas piping.

Clarifications

• Services will take place inside a youth correctional facility. Awarded Offeror will be escorted at all times and must adhere to strict tool control and security protocols.
• The Offeror and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates, as outlined in Sections C.1, C.2 and G.2.3 of the General Conditions contained in Exhibit C of the Sample Contract included as Exhibit B. Prevailing Wage Rates apply pursuant to ORS 279C.800 through 279C.870.

Quotes must be received at the correct e-mail address on or before the Quote Due Date and Time indicated on page 1. Required electronic submittals must be delivered to the SPC's e-mail address specified on page 1.

A **Mandatory Project Walk** is required. Quote scoring will be based on the criteria stated in the subsections below. Quotes should be clear and concise and are limited to eight (8) pages.

Offeror's price must list an all-inclusive flat fee for all services provided. Travel or material costs will not be paid separately and must be factored into the price.

OYA prefers Oregon Small Business Enterprises ("OSBEs"), as described in OAR 125-246-0230. For evaluation purposes, OYA will apply an OSBE preference by increasing the score or point total of any quote submitted by an OSBE by 5%.

Following contract award, the Awarded Offeror(s) must submit a Certificate of Insurance containing the insurance requirements outlined under Exhibit C of the Sample Contract included as Exhibit B prior to contract execution. The required insurance must be maintained throughout the duration of the contract and all warranty periods.
