Notice is hereby given that the LEAGUE OF OREGON CITIES (LOC) will accept proposals for Promotional Products, Branded Apparel, and Visual Communications at the electronic address listed below until the end of day on **NOVEMBER 13, 2026**. Those proposals will be for the LEAGUE OF OREGON CITIES and members of National Purchasing Partners Government Division (“NPPGov”) throughout the United States and Canada [...] as well as government units in all other states and Canada (collectively, “Participating Agencies”).
Significant sales potential exists because the resulting Master Price Agreement for proposers will include piggybacking language that permits use of the Master Price Agreement nationwide and in Canada, which may allow Participating Agencies to forego duplicating the formal solicitation process and expend staff resources and funds.
Based on the historical volume of similar contracts, the estimated annual value of all transactions resulting from contracts awarded through this RFP is approximately **USD 7 million**.
Proposers must present clear and concise evidence indicating Proposer’s ability to comply with the requirements stated herein and to provide and deliver the specified products and services to Participating Agencies.
Pricing
Pricing may be based on *ATTACHMENT D – Pricing Schedule*: a fixed percentage (%) off marked price based on the Proposer’s catalog or retail store price for each category. Option (A) is preferred. Alternatively, contract pricing may be based upon fixed prices, or a combination of fixed percentage off and firm fixed prices. All pricing proposals shall clearly explain how freight and/or delivery costs are determined.

There will be no mandatory pre-proposal meeting. All questions shall be submitted in writing via email to rfp@orcities.org.
**Evaluation:** There is a maximum score of **500 points** and Proposer’s average total score must be at least 200 points for consideration of an award. Criteria: 1) Pricing 2) Product Line (within each category) 3) Marketing 4) Customer Service 5) Proven Experience 6) Coverage 7) Conformance.
**Term:** The successful Proposer(s) shall be awarded a Master Price Agreement for a four (4) year period. The Master Price Agreement may be extended an additional one (1) year period.
**Insurance:** Proposer(s) shall maintain Commercial General Liability, Automobile Liability, and Workers’ Compensation and Employer’s Liability insurance. Award of this Solicitation is contingent upon the required insurance policies and/or endorsements.
All prices shall be held firm for a period of sixty (60) days after the Solicitation closing date. Successful Proposers shall pay a Contract Administration Fee representing 2% of actual net sales under the Master Price Agreement.
