Radio Communications Upgrade Project

The purpose of the RFQ is to establish a State of Oregon Public Works / Public Improvement Contract for AASF #1-Radio Communications Upgrade Project for the benefit of Oregon Military Department ("OMD"). The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the RFQ and the Contract Documents.

Upgrade and relocate the existing FM Radio antennas and cabling components at the Salem Flight Operations Building.

Upgrade and relocate the existing FM Radio antennas and cabling components at the Salem Flight Operations Building. This project will be to provide new antenna mounting systems, antennae, and cabling on the West eave of the Diebert Flight Operations center to be connected to the new AN/PRC-167 (V) 1 multichannel radios in the flight operations center. It will be the awarded contractor's responsibility to supervise the fabrication and installation of the new antenna mounting system and antennas. Provide the correct wiring pathways and cabling into the facility to connect to the radio systems

All work must be done in accordance with all current Federal, State, County, and City Codes and as detailed in Attachment A Statement of Work

Project completion dates

• PROJECT START DATE: 10 calendar days from issuance of Notice to Proceed.
• SUBSTANTIAL COMPLETION: 90 calendar days from issuance of Notice to Proceed
• FINAL COMPLETION: 120 calendar days from issuance of Notice to Proceed

Submission

Bidders may submit their bids via email, common carrier, or in person. All bids must be addressed to the single point of contact listed in this RFQ. Faxed bids will not be accepted. All bids must be received by the date and time listed on the cover page of the RFQ. Late bids may be deemed nonresponsive and given no further consideration.

This RFQ is advertised as a "Bid Solicitation" in the OregonBuys web-based eProcurement system. All vendors must be registered in OregonBuys to do business with the State.

Pricing

Offerors must include a Contingency Budget/Allowance of **$5,000.00**. Successful Offeror must include this Contingency in the schedule of values as part of the Base Bid and contract value.

Requirements

At time of Bid, Contractor must be registered with the State of Oregon Construction Contractors Board, and maintain in full force and effect, the separate public works bond required by ORS 279C.836 and OAR 839-025-0015, unless otherwise exempt under those provisions.

In the event your project bid exceeds $50,000.00 State of Oregon BOIL Prevailing Wage rates would be required for this Project.

The apparent successful Offeror shall provide all required proofs of insurance to OMD within seven (7) calendar days.

An Offeror's Offer is a firm Offer, irrevocable, valid and binding on the Offeror for not less than sixty (60) calendar days after the Closing date of the RFQ.

Site access

There will be NO additional site access for Bidders to view site conditions.
