The Department of Environmental Protection (DEP), Bureau of Office Services, is requesting price bids for the following items listed in the Invitation for Bid (IFB) item list section. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.

The Department of Environmental Protection (DEP), Southwest Regional Office, requires a 2027 Tracker 1860cc Boat with Trailstar Trailer and Mercury Marine 90ELPT Engine, with Marine Mat Floor Covering.

The item(s) required to fulfill this purchase/bid are a 2027 TRACKER® GRIZZLY® 1860 CC with a Mercury® FourStroke 90 ELPT FourStroke outboard engine (“2027 TRACKER GRIZZLY® 1860 CC ”) and a proper trailer (further described in these specifications) as manufactured and sold as a package by White River Marine Group/TRACKER Boats.

Required standard specifications must be the following:

• Vessel Length of 19' 2'' (5.84 m);
• Vessel Beam of 7' (2.13 m);
• Vessel Bottom Width of 5' (1.52 m);
• Vessel Max. Recommended HP of 90 HP;
• Vessel Fuel Capacity of 19.2 gal. (72.67 L);
• Vessel Max. Person Capacity of 7 persons;
• Vessel Hull Material being 0.100 5052 marine alloy;
• Vessel Average Dry Weight of 1020 lbs. (462.66 kg);
• Average Package Weight of 2050 lbs. (929.86 kg); and
• Include MarineMat kit (factory installed only).

The 2027 TRACKER® GRIZZLY® 1860 CC package including a proper trailer as described in these specifications must be either:

• Picked up by PADEP SWRO Clean Water Program Aquatic Biologist staff at a location that is mutually agreed to by both the chosen bidder/bidding entity and DEP SWRO Clean Water Program Aquatic Biologist staff and within 150 miles of DEP SWRO, 400 Waterfront Dr, Pittsburgh, PA 15222, or
• Delivered to DEP SWRO, 400 Waterfront Dr, Pittsburgh, PA 15222.

Please include all costs including shipping and handling within the provided line-item costs, i.e. bid prices must be Free on Board (FOB) destination. No additional costs will be allowed.

Bid submission

All Bids must be submitted electronically through the Commonwealth’s Department of General Services’ (DGS) eMarketplace website. The eMarketplace website is located at the following link: http://www.emarketplace.state.pa.us.

Award will be made based on the lowest grand total price. All forms attached to Solicitation must be completed.

The chosen bidder/bidding entity must be located within 150 miles of the Commonwealth of Pennsylvania (“Commonwealth”), Department of Environmental Protection (“DEP”), Southwest Regional Office (“SWRO”), 400 Waterfront Dr, Pittsburgh, PA 15222.

Payment to the contractor shall be made within approximately 30 business days after invoice receipt at the unit bid price for the quantities supplied.
