What the bid is for

The Pennsylvania Department of Conservation and Natural Resources Bureau of Geological Survey (hereafter referred to as “the Department”), seeks a Contractor for Electrical Resistivity (ER) Surveys.

The Department may require ER Surveys to support geologic mapping efforts, groundwater resource investigations, and geotechnical investigations throughout the Commonwealth of Pennsylvania on an “as needed basis”.

Scope

The work to be performed under this contract shall consist of ER Survey transects at predetermined project areas and sites. Work performed under this contract may consist of survey(s) at a single location or survey(s) at multiple locations within a project area.

The Department will communicate project-specific tasks to Contractor via work orders issued by email.

Contractor must also meet the following qualification standards:

  • Ability to mobilize throughout the Commonwealth of Pennsylvania
  • Ability to work in off-road and remote conditions
  • Demonstrated knowledge and experience in conducting ER Surveys throughout Pennsylvania. Demonstrated knowledge and experience is defined as serving as prime contractor for ER Surveys previously within the Commonwealth of Pennsylvania

The Contractor will furnish all necessary staff, technical assistance, tools, materials, and equipment, to perform all the work and labor required in an expeditious, substantial, professional, and workman-like manner. [...] Subcontracting any of the tasks or deliverables described in this Statement of Work is prohibited.

Deliverables

The department expects the following reporting documentation to be provided for each ER Survey:

1. A processed ER profile for each transect at a scale to be determined by the Department. [...] Uninterpreted data is always required as a deliverable. ER profiles shall be provided in PDF format.
2. A labeled reference map displaying the transect and marked reference points along the transect. The index map must be provided as a PDF.
3. The raw ER Survey dataset containing transect location information (latitude, longitude, and elevation of each electrode location) and resistivity data so that the processed ER Survey can be readily used in 3D mapping.

In addition to the above, a report describing methods of data acquisition, deviations from anticipated methods based on site conditions, and a narrative describing the data, including interpretations of that data, is required for each ER Survey.

The contractor will deliver to the department no more than 30 days after completion of the work.

Additional information

Bids must be submitted via the PA supplier portal, to be found at www.pasupplierportal.state.pa.us. Faxed, emailed, and mailed bids will not be accepted.

  • The electronic Invitation for Bid found at www.pasupplierportal.state.pa.us.

The Bid will be awarded based on a total sum of Bid line items. In the event of a discrepancy between the unit price and extension of figures, the unit price will prevail.

The contract term shall commence upon execution, or on January 1, 2027, whichever is later. Further, the parties may agree to renew this contract on December 31, 2027. This contract may be renewed up to four (4) additional annual terms, with the final termination date of December 31, 2031, upon the same terms and conditions set forth in the contract.
