Golden Age Manor First Floor Improvements and Accessible Front Entrance

The Montgomery County Housing Authority (MCHA) will receive sealed bids electronically via the PennBid Program (https://pennbid.bonfirehub.com) for General, Electrical, Mechanical, and Plumbing Construction for Golden Age Manor First Floor Improvements and Accessible Front Entrance, 400 Walnut Street, Royersford, PA 19468 for the scope of work which is included under Appendix A and any addenda.

Golden Age Manor is an occupied 5-story building built in 1971 (approximately 62,600 square feet) with 85 units (50, 0-bedroom and 35, 1-bedroom) that serves income eligible, elderly and disabled residents.

The Work of Project is defined by the Contract Documents and includes, but is not limited to, the following:

- All labor, materials, oversight, bonds, and permits required to furnish and install indicated interior and exterior improvements.

Bid Structure

• General Construction (GC) – One (1) base bid for entire scope of work included under Appendix A and any addenda and four (4) deduct alternates.
• Electrical Construction (EC) - One (1) base bid for entire scope of work included under Appendix A and any addenda.
• Mechanical Construction (MC) - One (1) base bid for entire scope of work included under Appendix A and any addenda.
• Plumbing Construction (PC) - One (1) base bid for entire scope of work included under Appendix A and any addenda.

Phased Construction

• Phase 1: Asbestos Abatement. General Contractor to perform Asbestos Abatement portion of the work in compliance with documents provided by Batta Environmental Associates, Inc.
• Phase 2: All other indicated interior and exterior improvements.

General Construction Contract shall be identified as the Project Coordinator.

Owner will occupy Project site and existing building during entire construction period. Limit work to between 7:00 a.m. to 3:30 p.m., Monday through Friday, unless otherwise indicated.

Sealed Bids must be submitted electronically via the PennBid Program (https://pennbid.bonfirehub.com). MCHA will only accept Bids submitted electronically via the PennBid Program.

Bid packages will be submitted electronically via the PennBid Program until **1:00 P.M. prevailing time, Thursday, November 19, 2026**, at which time, the Bids will be publicly opened at Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464.

Required forms that MUST BE UPLOADED on PennBid with bid for your bid to be responsive:

• Bid Bond with Certificate as To Corporate Principal
• Non-Collusion Affidavit of Prime Bidder
• Representations, Certifications, and Other Statements (HUD-5369-A)
• Bid Cost Breakdown Form
• BABA Bidder Certification Form

A Certified Check or Bank Draft, payable to the order of "The Montgomery County Housing Authority", U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted electronically via the PennBid Program.

The contractor shall complete all work required under the contract within 180 calendar days from Notice to Proceed until final acceptance.

The project is subject to Davis Bacon labor standards and the Build America, Buy America Act. Liquidated damages are $500.00 for each day of delay.

A Non-Mandatory Pre-Bid Meeting is scheduled for 10:00 A.M. prevailing time on Thursday, November 5, 2026 at Golden Age Manor, 400 Walnut Street, Royersford, PA 19468. Site visit will immediately follow.
