27-1007 2027 Landfill Gas System Improvements Construction

The City of Sioux Falls, SD requests formal bids for Sioux Falls Regional Sanitary Landfill, 2027 Landfill Gas System Improvements Construction.

The purpose of this request is to provide the City of Sioux Falls with formal bids for 2027 Landfill Gas System Improvements Construction. This project is estimated at $450,000 and will be funded with CIP 21001.

The undersigned being familiar with all the details, conditions, and requirements hereby proposes to furnish all labor, tools, materials, and equipment necessary to fully complete the work for the City of Sioux Falls, South Dakota, as advertised in accordance with the specifications therefore furnished by the City for the price(s) submitted in the e-procurement portal.

Proposal Form bid items include:

• Mobilization and taxes for City furnished materials
• West Area Improvements: well drilling, casing assembly and well construction (West MSW Area); new wellhead assemblies, LFG, leachate, and air supply risers, and connections; DPW leachate pumps, hoses, and parts; abandon borehole excavation; 4-inch, 6-inch HDPE SDR 11 branch lateral piping and 2-inch HDPE SDR 11 air supply piping; LFG lateral and leachate recirculation head connections and components; LFG laterals; LFG lateral drain pits; 4-inch recirculation laterals
• East Area Improvements: well drilling, casing assembly and well construction (East MSW Area); remove and reset existing wellhead assembly, lateral pipe and air supply risers from capped well to new well; 2-inch air supply pipe extension; 4-inch leachate/LFG pipe extension; DPW casing abandonment and capping below grade; replace existing LFG wellhead and 2-inch air supply isolation valve
• Miscellaneous: construction surveying and staking; as-built surveying and drafting; equipment use (excavator and operator, dozer and operator); technician

The bidder will commence work under this contract and substantially complete the project within 60 calendar days and no later than October 22, 2027, and fully complete for final payment by November 5, 2027.

The Landfill must remain in operation at all times during construction; no modifications to the existing operations will be permitted without prior written approval from OWNER.

To participate, you must be registered as a vendor in Bonfire. Register at siouxfalls.bonfirehub.com by selecting "New Vendor Registration" under the login tab. Bids will be **electronically submitted through Bonfire** and will be received not later than **2 p.m., Central time, Thursday, November 12, 2026**. Bids will be publicly opened and read at 3 p.m., Central time, City Hall, 224 W. 9th St., Sioux Falls, SD 57104.

Telegraphic, fax, email, and hand-delivered responses will not be accepted unless specifically authorized in the terms and conditions of the Invitation to Bid. Proposal forms must be signed by bidder and uploaded to the e-procurement portal to be considered. All addenda must be acknowledged for a bid to be considered valid.

**Bid Security:** Each bid of $100,000 or greater must be accompanied by a bid bond in the amount of 10 percent of the amount of the bid, or in lieu thereof a certified check, cashier's check, or bank draft in the amount of 5 percent of the amount of the bid.

**Performance and Payment Bonds** are required for all construction contracts totaling $100,000 or more.

This request will be evaluated and a contract award made to the lowest bid from a responsive and responsible bidder deemed to be in the best interest of the Owner and as allowed by project budget.

**Insurance:** Commercial general liability of at least $1,000,000 per occurrence, $2,000,000 general aggregate; automobile of not less than $1,000,000 combined single limit each occurrence; workers' compensation with employer's liability of not less than $1,000,000 each accident.

The Contract may be renewed up to two (2) 1-year Contract Renewals upon written authorization by the City.
