What the bid is for

The City of Denton is providing information that will allow prospective suppliers to prepare submissions to supply aqueous ammonia reagent for the emissions system for the Denton Energy Center. The product needed is a variable consumable potentially varying from 120,000 gallons to 600,660 gallons per year based on operation of the facility and will be received at the Denton Energy Center, which is located at 8161 Jim Christal Road, Denton TX, 76207.

Scope

Pricing shall include all costs to deliver goods as specified in this specification. Any special fees or commissions, and all freight for delivery to the Denton Energy Center must be included in the quoted price. Product pricing shall be mutually exclusive; thus, the City of Denton reserves the right to choose the best valued product from different vendors.

The Manufacturer/Supplier shall be responsible for the quality control of the manufacturing processes to assure that all requirements of the specifications are met. However, the City reserves the right to sample and test all products at time of delivery. Visible signs of contamination or damage at time of delivery will result in the product being rejected.

The respondent must be an approved distributor of the product and is authorized to sell the product to the City of Denton. The respondent also guarantees that the City will be represented by the Manufacturer/Supplier, should an issue arise, and that all Manufacturer's warranties will be in effect for the life of the contract.

Product will be ordered in bulk at 6,500-gallon intervals. Expected Delivery of the product varies based on actual order date not to exceed 4 day. Emergency deliveries are expected to be delivered in 24 hours from order placement and will be on an as needed basis and ordered as such. Deliveries can be made at any time to Denton Energy Center, 8161 Jim Christal Road, Denton, TX 76207. The location does have the ability to offload the delivery.

The product requested for the use at the Denton Energy Center shall meet all specifications and quality and testing protocols as described below.

Please ensure that the manufacturer tests it's supply using adequate methods (i.e. the detection limit should not exceed the maximum level allowed for the impurities and the levels of all listed impurities should be analysed) and that you receive the results before filling up your reducing agent tanks and accepting any new batches. Approved testing methods for phosphate (PO4) and the trace elements (Ca, Fe, K, Mg, Na) can be found in the ISO document 18611-2 Annex H and I.
