THE TEXAS DEPARTMENT OF CRIMINAL JUSTICE (TDCJ) IS CURRENTLY SEEKING BIDS TO ESTABLISH A PURCHASE ORDER FOR THE PROCUREMENT OF BREEDING BULLS.
Summary fields on this page were extracted by AI from the bid documents. Always verify dates, amounts and requirements against the official solicitation.
The Texas Department of Criminal Justice (TDCJ) Manufacturing, Agribusiness, and Logistics Department is currently interested in attending auctions from September 1, 2026, through August 31, 2027 for the purpose of purchasing Angus, Red Angus, Brahman, Charolais, Brangus and Hereford Bulls. A purchase order will be issued when the bulls are bought, and a state warrant issued for payment within approximately thirty (30) days. Bulls purchased will become the immediate property of the TDCJ.
If you are interested in selling bulls to the TDCJ Manufacturing, Agribusiness, and Logistics Department, please mail two catalogs to Carolyn Dahlen at the address listed below, along with a letter requesting the TDCJ to attend your auction. The following information must be included in the letter: auction location, auction date, auction time, contact name and title, vendor name, telephone number, fax number, email, billing address, and tax identification number.
The catalog must identify each bull with a lot number and include animal's Expected Progeny Difference (EPD) information for the following traits:
Animals shall be virgin, purebred bulls born between 09/01/2024 and 12/31/2025. All bulls shall be registered with the American Angus Association, American Red Angus Association, Brahman Breeders Association, International Brangus Breeders Association, America Charolais Association or the American Hereford Association. Bulls with pending registration are not acceptable. Successful bidders shall be responsible for paying all necessary registration transfer fees. Registration papers shall be transferred to the TDCJ Agriculture Administration in active status. Upon completion of the transfer, registration papers should be mailed to: TDCJ-Agribusiness, PO Box 4013, Room 116, Huntsville, Tx 77342-4013 ATTN: Jeremy Bridges.
Before the auction, a TDCJ agent will inspect all animals being considered for purchase for presence of physical problems that might limit the physical soundness and/or reproduction efficiency of the animals. Failure to complete the visual inspection will disqualify the animal from being purchased.
Within ten (10) business days of delivery of bulls, the TDCJ will evaluate the animals according to the Breeding Soundness Evaluation parameters described by the Society for Theriogenology. The evaluation will be performed by a TDCJ-contracted Texas A&M Veterinarian.
Any bull that does not pass the physical exam or semen characteristic's exam will be classed as unsatisfactory. If the bull fails the exam, the vendor will be notified of the problem. The TDCJ will expect a full refund of the purchase price of any bull failing this exam.
All cattle consigned must have passed a test for Brucellosis (within 30 days prior to the auction) and meet the Texas Animal Health Commission's regulations for TB for transport, including TB at time of auction. If applicable, interstate health papers must be furnished for each lot.
Any bull found to be a non-breeder may be returned to the farm of the vendor at the buyer's expense and if in good condition, the vendor shall provide the buyer a bull equal to the purchased bull that also meets breeding requirements.
