Materials Testing, Inspections, and Observations

The City of Leander, herein after “City”, is seeking an agreement with qualified Individuals, Firms, or Corporations, herein after “Respondents”, to provide Professional Services for the City of Leander. The City is seeking Statements of Qualifications (SOQ) from qualified Respondents with municipal experience and expertise in the technical area of Materials Testing, Inspections, and Observations.

The City will create a pool of pre-qualified professional service Respondents for the above category who may then be contacted for a request for proposal (RFP) as projects come up throughout the Professional Services Agreement period of three (3) years. The resulting agreement of a negotiated RFP will be a Task Order for that individual project. Being approved within this pool does not guarantee that a qualified Respondent will be awarded a Task Order for services. Pre-Qualified respondents may be selected without an RFP, instead being selected based on the qualifications submitted Services are on an as-needed basis.

Evaluation criteria

• Relevant Qualifications and Experience: **30 Points**
• Proposed Staff: **20 Points**
• Available Resources and Location: **20 Points**
• Methodology and Approach: **20 Points**
• Added Value: **10 Points**
• References: Acceptable/ Unacceptable

Respondents shall include at least one registered professional engineer or architect qualified for the respective discipline, as Project Manager, with a minimum of five (5) years of experience in providing specified services.

**Submission method:** The Respondent shall submit qualification via the City’s online portal at https://leandertx.bonfirehub.com. Signed and electronically submitted responses are due no later than **December 1, 2026, at 2:00PM CT**. Facsimile or emailed transmitted responses will not be accepted.

Responses shall not exceed thirty-five (35) pages in length (excluding title page, index/table of contents, City required attachments, addendums, proof of licensure and/or requested work samples.

A completed CIQ Form is **required** with each response.

A committee of City staff shall be established to evaluate the SOQs. A consensus score will be assigned to each response. Respondents may be required to make an oral presentation to the selection team to further present their qualifications.

The initial term of the resulting Professional Service Agreement shall be three (3) years.
