Probationary Firefighter Entrance Examination Services

The City of Lubbock invites qualified vendors to submit proposals for the development and/or provision, scoring, validation support, and technical support of Probationary Firefighter entrance examinations.

The purpose of this Request for Proposal (RFP) is to identify a qualified vendor capable of providing fair, consistent, secure, valid, reliable, and legally defensible entry-level examinations that support the City's hiring objectives and comply with applicable local, state, and federal requirements.

The examinations will be used as part of the Civil Service selection process for beginning positions within the Lubbock Fire Department.

The City of Lubbock will be responsible for administering the examinations. The selected Vendor will be responsible for providing the examinations, examination materials, administration instructions, scoring services, validation and technical documentation, consultation, and related support services as specified in this RFP.

2.1. Examination Development and/or Provision

The selected Vendor shall provide professionally developed Probationary Firefighter entrance examinations suitable for use in a Civil Service selection process.

The Vendor shall:

• Provide examination content appropriate for beginning-level firefighter positions.
• Ensure examination content is job-related, valid, reliable, and professionally developed.
• Ensure examinations are designed to comply with applicable provisions of Chapter 143 of the Texas Local Government Code and the City of Lubbock Civil Service Commission Local Rules.
• Ensure the examination and supporting validation methodology are consistent with the Uniform Guidelines on Employee Selection Procedures (UGESP), as applicable.
• Provide examinations that evaluate the knowledge, aptitude, general education, mental ability, and other appropriate areas required or permitted by applicable law.
• Provide examination formats appropriate for a Civil Service entry-level examination.
• Provide all materials necessary for City administration of the examination, including, as applicable: examination booklets; answer sheets; candidate instructions; administrator instructions; administration scripts; scoring materials; and other materials necessary for proper examination administration.
• The Vendor shall provide appropriate technical documentation demonstrating the equivalency of the two examination forms.
• Pricing for each examination form shall be clearly identified in the Vendor's Cost Proposal.
• Identify whether the proposed examination is an existing validated examination, an examination customized for the City, or a newly developed examination.

2.2. Legal Compliance and Validation

The Vendor shall provide examinations and services that comply with applicable professional standards and legal requirements. [...] Provide job analysis, validation, transportability, or other professional documentation supporting the City's use of the proposed examination, as applicable. [...] Provide statistical and adverse-impact analysis when requested by the City.

2.3. City-Administered Examination

The City of Lubbock will be responsible for the on-site administration of the Probationary Firefighter entrance examination. The Vendor shall provide all materials, written instructions, and professional support necessary for the City to administer the examination in a standardized, secure, and consistent manner.

Submission

Offerors may submit proposals electronically by uploading required documents at the City of Lubbock's partner's website, Bonfire. Sealed proposals and electronic submittals submitted through the Bonfire portal, shall be received until **November 10, 2026, prior to 3:00 P.M.** Please allow time to upload required documentation. 24hrs in advance is recommended. THE CITY WILL NOT ACCEPT FAX PROPOSALS.

Evaluation

The committee will evaluate and numerically score each proposal in accordance with the evaluation criteria included in the Request for Proposal. The committee will arrive at a short list of the top respondents and these short-listed respondents may be scheduled for a structured oral presentation and interview.

Contract Term

The contract shall be for a term of one (1) year, with the option of four (4), one year extensions, said date of term beginning upon formal approval.
