RACIAL PROFILING AUDIT AND SEARCH STUDY

DFW Airport is seeking a qualified and experienced firm to conduct a comprehensive Annual Racial Profiling and Audit Search Study. The purpose of this study is to evaluate, analyze, and report on potential patterns of racial profiling within designated operational areas, ensuring full compliance with applicable laws, policies, and industry best practices under Texas Code of Criminal Procedure (TX CCP) Article 2.134.

The purpose of this Scope of Work (SOW) is to outline the responsibilities and deliverables of the Consultant in conducting the following:

• An annual racial profiling report to ensure compliance under Texas Code of Criminal Procedure (TX CCP) Article 2.134.
• Quarterly audits of motor vehicle stop data to ensure compliance under TX CCP Article 2.133.
• A review of DFW Airport Police Department's racial profiling policy to ensure compliance under TX CCP Articles 2.131 and 2.132.

Quarterly Audits

The Consultant shall review and understand the requirements of the Texas Racial Profiling Law.

• Develop an audit plan detailing the audit schedule, methodologies, and resources needed.
• Communicate the audit plan to the DFW Airport Police Department Records Manager and obtain necessary documentation and access permissions.
• Conduct a quarterly audit of all motor vehicle stops and ensure the race and ethnicity of each driver is being reported on citations and warnings.
• Prepare a detailed audit report for each quarter summarizing findings, areas of non-compliance, and recommendations for corrective actions.
• Present the audit report to the DFW Airport Police Records Manager.
• Provide support and clarification during review of the audit report.

Annual Racial Profiling Report

The Consultant shall collect and review all relevant agency data.

• Ensure data is collected in a manner that maintains confidentiality and integrity.
• Analyze data to identify patterns or discrepancies in compliance with TX CCP Art. 2.134.

The Consultant shall coordinate with DFW Airport Police personnel as needed to validate data and observe practices.

• Interview relevant personnel as needed to verify data accuracy.
• Document findings with clear evidence.

The Consultant shall prepare a detailed annual audit report summarizing findings, non-compliance areas, and recommendations.

The Consultant shall draft the annual racial profiling report including an executive summary, methodology, findings, and recommendations.

The Consultant shall submit the draft report for review to the DFW Airport Police Records Manager.

The Consultant shall monitor implementation of recommended corrective actions.

Annual Racial Profiling Policy Review

• The Consultant shall review DFW Airport Police Department racial profiling policies for compliance with TX CCP Articles 2.131 and 2.132.
• Provide recommendations or corrective actions as needed.
• Include policy review findings in the Annual Racial Profiling Report.

Metrics and Reporting

• The Consultant shall submit quarterly audit reports, including findings and recommendations, within 30 days after the end of each quarter.
• The Consultant shall submit a draft annual racial profiling report within 30 days after the end of the calendar year.
• The Consultant shall complete the final annual report on or before February 15 of the following year.

Submission

Bids must be signed and submitted to the Airport's third-party website platform (dfwairport.bonfirehub.com). Unsigned or late bids will not be considered. Bids submitted by email or facsimile will not be considered.

Bidders must submit all questions or requests for clarification ONLY in writing and ONLY electronically to the contact person identified in this Request for Bid through the third party website (dfwairport.bonfirehub.com).

Evaluation

If a Contract is awarded as a result of this Solicitation, it will be made by the Airport per Local Government Code 252, and in particular, Section 252.043 thereof, as the procedures related to "best value" will govern this procurement.

Insurance

Proof of insurance must be submitted before a Contract can be executed and insurance coverage must remain in effect during the term of the Contract.
