The Harlandale Independent School District serves about 11,100 students with two traditional high schools, the STEM Early College High School, Frank Tejeda Academy, four middle schools, 9 elementary schools, and two alternate campuses.

The District seeks proposals from qualified vendors to provide an educational administrative software that functions as an Enterprise Resource Planning (ERP) and Student Information System (SIS) to manage student data, grades, attendance, and school operations. It is preferred that vendors provide both ERP and SIS systems, however all proposals will be considered.

General Information

• Vendors need to be present for meetings, provide training, and technical support throughout the term of the contract. In addition, all tasks performed must meet the requirements of the RFP and be able to support the district during normal operating hours 7:30AM – 5:00PM CST.
• If you are unsure of a requirement you may identify "assumptions" in your proposal.
• The District's current Enterprise Resource Planning (ERP) and Student (SIS) information systems are provided by the Frontline, School Spring Software, and Ascender.
• The District intends to keep Frontline and School Spring Software for certain operations. The vendors system must be able to integrate with Frontline and School Spring Software.
• Proposed software solution must be able to integrate with 3rd party products.
• The license cost shall be included in the proposal and responses must be specific to all licensing structures proposed.
• Awarded vendor(s) will need to provide an ERP and/or SIS solution to produce Texas mandated Public Education Information Management System (PEIMS) reporting data.
• Proposals must include a migration plan for current and up to three (3) years of historical District data.
• The district is looking for automated import/export functionality using set time schedules or an open API that allows for near real-time data transfer.

Requirements

The District implementation should be completed according to the following "go live" dates, although these may be subject to change at the discretion of the District:

1. Technology, Student, HR/Talent Management - July 1, 2027
2. Financials, Payroll - Sept 1, 2027
3. Extended Functionality - October 1, 2027

• Solutions must be Cloud Hosted.
• The Vendor will follow best practices.
• The Vendor will identify opportunities to optimize system benefits.
• Software should have a mobile interface, including the capability to approve "on the go."
• The Vendor will detail an implementation and migration plan that reduces risk.
• The Vendor's recommendation will demonstrate a commitment to user training and knowledge transfer.
• The vendor's Master Service Agreement must also accompany any response to this solicitation.

Submission

Sealed proposals shall be uploaded to the Bonfire Portal https://harlandaleisd.bonfirehub.com/portal/?tab=openOpportunities, submitted, and finalized prior to the Closing Time of **Thursday, November 19, 2026 at 1:00 PM (CT)**. Emailed or faxed submission will be rejected without consideration.

Term

Three (3) years from Board Award Date, with two (2), one (1) year renewal options; subject to approval and funding availability.

Insurance

• Professional Liability: $1,000,000 per occurrence and $2,000,000 in the aggregate
• General Liability: Each Occurrence $1,000,000; General Aggregate $1,000,000; Personal Injury $1,000,000 each person
• Umbrella Coverage: $2,000,000

Each ADDENDUM must be acknowledged on the acknowledgement form provided with the ADDENDUM. There will be no Public Bid Opening.
