DWQ is seeking a NELAP/ELAP/NELAC certified environmental laboratory to process and analyze soil and water samples using EPA, SM, ASTM, USP, USGS, and AOAC analytical methods. Execution of the tasks listed below will aid in achieving DWQ’s goal through timely analysis and reporting of results.
DWQ responds to environmental incidents throughout the state of Utah which involve discharges to the waters of the state. In many cases, these incidents require sample collection and immediate analysis to allow DWQ staff to evaluate and determine relative risks to public health and the environment.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code.
Task 1: Coordinate with DWQ staff
This task requires the laboratory to provide information and direction to DWQ employees regarding sample holding times, costs, analysis times, applicability of analysis, appropriate sample containers, and storage of samples. The laboratory must also provide proper sample containers, in advance, when requested.
Task 2: Receive and Process Samples
This task requires the laboratory to coordinate closely with DWQ staff and be available to receive and process samples for analysis whenever requested.
- Accept environmental samples after-hours and on weekends, if requested.
Task 3: Analyze Samples and Compile Results
This task requires the laboratory to process the samples according to established EPA protocols and methods and compile the results within same-day, 24-hour, 48-hour, or standard turnaround times, as determined necessary by DWQ.
- Analyze samples within the requested turnaround times.
Task 4: Prepare and Submit Reports
This task requires the laboratory to tabulate and report the sampling results to DWQ within the required turnaround time.
- Laboratory results tabulated and reported in electronic deliverable formats.
The primary anticipated deliverables for this contract will be the final electronic data deliverables (EDDs) received within the required turnaround time. The required turnaround time will be communicated during sample delivery to the lab and on the chain-of-custody form.
