What the bid is for

Lehi City is seeking a qualified Design-Build Contractor to design and construct a trailhead in the new Inverness development by DR Horton. The project will provide parking, trail access, visitor amenities, and gathering space while creating an attractive transition between the developed community and the surrounding native mountain landscape. This trailhead is expected to be a practice location for local NICA teams and should be approached with that in mind.

The City has prepared a preliminary concept plan, included as Exhibit A, to communicate the general project vision and anticipated amenities. The concept is illustrative only and is not intended to prescribe the final site layout. Site grades and conditions have changed from those originally anticipated. The selected Design-Builder shall evaluate the existing conditions and develop an improved, constructible design that meets the City's objectives.

Scope

The Design-Builder shall provide all professional design services, engineering, construction, materials, labor, equipment, and project coordination necessary to deliver a complete and operational trailhead park. The Design-Builder shall retain qualified design professionals, including a licensed landscape architect and appropriate engineering consultants.

The project shall include, at a minimum, the following:

  • Site Design and Grading: Evaluate existing site conditions, elevations, and utilities. Refine the preliminary concept plan to address current grades and site constraints. Develop grading, drainage, and earthwork plans.
  • Parking and Circulation: Maximize the number of parking spaces while maintaining safe and functional site circulation. Provide parking stalls that are wider and deeper than standard parking stalls to accommodate vehicles equipped with bike racks, bicycles, and associated equipment. Identify proposed parking stall dimensions and total parking capacity in the design proposal.
  • Restroom and Pavilion: Provide a restroom facility consisting of two individual unisex restrooms, with drinking fountains and bottle filler. Provide a pavilion suitable for shade, gathering, and general trailhead use.
  • Gathering Area and Site Amenities: Provide a pavilion, grass, and gravel gathering area at the north end of the site, sized for 100+ athletes and bicycles to gather. Provide an information kiosk suitable for trail maps, regulations, wayfinding, and visitor information. Include a standard Lehi stainless steel park sign. Include a bike repair station.
  • Trails and Connections: Provide connections to existing paved trails. Provide for future natural trails to tie into the site from the north open space.
  • Landscaping and Irrigation: Provide a comprehensive landscape design that creates a transition between the developed community and the native Traverse Mountain landscape. Provide a complete irrigation system and associated infrastructure.
  • Lighting and Utilities: Provide sufficient landscape lighting and other necessary site and pedestrian lighting to provide security at dusk and dawn hours. Provide all necessary water, sewer, electrical, irrigation, storm drainage, and other utility connections.
  • Construction and Completion: Obtain required permits, inspections, and approvals. Provide construction management, coordination, testing, and quality control. Provide final cleanup, restoration, and as-built documentation.

The Design-Builder shall submit a preliminary site plan, grading concept, landscape concept, proposed parking count and dimensions, and preliminary cost estimate for City review. Final construction documents and design shall be approved by the City prior to construction.
