Talkeetna Water Service Leak Repair

The Matanuska-Susitna Borough is requesting bids from qualified contractors to replace an existing water service line from the corporation stop at the water main to the curb stop located at the property line at 13664 E Main Street, Talkeetna, AK.

The Talkeetna Sewer and Water Utility of the Matanuska-Susitna Borough is requesting bids from qualified contractors to replace an existing water service line from the corporation stop (corp stop) at the water main to the curb stop located at the property line at 13664 E Main Street, Talkeetna, AK.

Work shall include the following:

• Install a new 3/4-inch Type K copper water service line – approximately 40’.
• Insulate the water service with 4 inches of 60 PSI insulation board.
• Remove and replace the existing McDonald curb stop and box.
• Remove and replace the existing thaw wire.
• Reconnect the new water service line to the existing property service extension.
• Saw cut, remove, and dispose of any asphalt disturbed during construction at the contractor's expense.
• Backfill and compact road base with materials to meet MSB road standards. Road surface must be maintainable throughout winter, before asphalt restoration.
• Install new asphalt surface restoration no later than June 2027.
• Coordinate with the utility to shut down the water main as required to complete the repair and reconnection.

Contractor is required to provide all traffic control measures and required permitting. Contractor will call for all locates as required.

Contractor is to provide all required equipment, labor, and materials. Details of existing infrastructure could be provided upon request.

Water line repair and road surface restoration for winter maintenance shall be done within 30 days of date contract awarded. Backfill road will occur immediately following water repair and inspection. Talkeetna Sewer and Water Personnel will inspect water line repair and restoration before backfill.

Note: Water service interruptions will occur during the repair while the water main is shut down. The contractor shall coordinate with MSB staff in advance to schedule the shutdown and minimize the duration of the outage to the extent practical.

Normal work time will be between 7 a.m. and 7 p.m. Extensions will be considered and approved by the MSB Project Manager.

Substantial Completion date is **December 30, 2026**, and Final Completion is **June 30, 2027**.

Bids must be received through the Euna Procurement (MSB Procurement Portal) prior to the time fixed for bids due to be considered. Time of receipt will be determined by the MSB Procurement Portal. Bids received after the time and date for receipt of Bids are late bids, will not be considered.

Submissions received by mail, hand delivery, email, oral, or faxed will not be accepted and will not receive consideration.

Any bid exceeding $100,000 for total of all base items and alternates shall be accompanied by a certified check, money order, cashier's check, or Bid Bond in the amount of at least 5% of the total Base Bid amount. For any bid exceeding $100,000 for total of all base items and alternates, the successful Bidder shall furnish the Purchasing Officer a Performance and Payment Bond in the full amount of the Agreement.

This Contract, if awarded, shall be made only to a qualified, responsive and responsible bidder who submits the lowest bid.

All work under the Agreement shall be under warranty by the Contractor for one year from the Final Acceptance Date except when a different period is identified in the SPECIFICATIONS/SCOPE OF WORK.
