Manhole Rehabilitation

The City of Casa Grande is soliciting Statements of Qualifications (SOQ) for the following:

Job-Order Construction Services for Manhole Rehabilitation Program

The City requests SOQs from qualified firms to provide manhole assessment, rehabilitation, coating, lining, structural repair, replacement, and related construction services for existing sanitary sewer manholes throughout the City's wastewater collection system. [...] At this time, the City is seeking one (1) qualified contractor to provide manhole rehabilitation services on a job-order basis under the City's Manhole Rehabilitation Program (hereinafter referred to as the "Project"). [...] This Project is intended to provide services for Fiscal Year 2027 and may be extended annually, at the City's sole discretion, for up to four (4) additional one-year terms. The City anticipates an annual budget of approximately **$750,000** for this program.

The selected Contractor(s) shall be responsible for providing a range of services required to assess, repair, rehabilitate, and replace existing sanitary sewer manholes at various locations throughout the City of Casa Grande's wastewater collection system.

Contractor(s) will coordinate with City staff to perform evaluations, identify appropriate rehabilitation methods, schedule work, and complete construction activities in accordance with the City's annual maintenance cycle and as otherwise directed.

Anticipated Tasks Include:

• Performance of manhole evaluations and assessments, including investigation, photo documentation, reporting of existing conditions, and recommendations for appropriate repairs.
• Cleaning of existing manholes, including removal and proper disposal of debris.
• Repair of existing concrete substrate and/or preparation for coating or lining.
• Application of approved systems designed for structural rehabilitation of concrete manholes.
• Application of approved manhole coating systems.
• Installation and/or application of structural liner systems.
• Repairs to concrete manhole bases, benches, channels, walls, and related structures.
• Removal and replacement of existing manholes, including excavation, bypass or flow control where required, backfill, compaction, and surface restoration.
• Removal and replacement or adjustment of frames, covers, rings, and concrete collars.
• Pavement removal and replacement, concrete restoration, and other surface restoration as required.
• Preparation and implementation of traffic control plans and on-site traffic control setup as required by the work area and in compliance with applicable standards.
• Documentation of completed work, including asset identification, work quantities, photographs, and other information necessary to update City records and GIS-based asset data.

Contractors shall submit, as part of their Statement of Qualifications (SOQ) package, product literature and specifications for all systems, products, materials, and components proposed for use in the execution of this project.

All responses must be submitted by **2:00 pm City time on Tuesday, November 24, 2026** to the City Clerk. The submittal must be sealed, clearly labeled with the project title, and received by the deadline. Submit **one (1) original and one (1) copy**. The original must bear the signature of an authorized representative.

The Contractor will be selected through a qualifications-based selection process. Interviews will not be held. A point-based scoring system will be used to rank the SOQs.

If selected as a finalist, the firm will be required to provide a statement from an A- or better rated surety company verifying the firm's bonding capacity.
