New Fire Training Facility

The City of Safford (City) hereby invites the submission of sealed Bids from properly licensed Contractors to provide all labor, materials, equipment, and services to prepare the site which includes removal of ~ 450 sq. yards of existing asphalt pavement and construction of the building foundation, and erecting the building structure complete with associated electrical, insulation, and utility work in accordance with applicable codes, standards, and approved construction documents. This new facility will enhance the training capabilities of the City’s firefighters.

The City of Safford (City) hereby invites the submission of sealed Bids from properly licensed Contractors to provide all labor, materials, equipment, and services to prepare the site which includes removal of ~ 450 sq. yards of existing asphalt pavement and construction of the building foundation, and erecting the building structure complete with associated electrical, insulation, and utility work in accordance with applicable codes, standards, and approved construction documents.

Construction will take place within Graham County limits at 375 E Graham Canal Road, Safford, AZ 85546. Council approval of award is expected December 14, 2026, with a January 2027 start date for construction. Substantial Completion for this Project is expected to take 120 calendar days from the issuance of the Notice to Proceed.

Bidders shall seal and deliver their Bids by **2:00 PM local time, Thursday, November 12, 2026**, to the City Clerk’s office at 717 W. Main St., Safford, AZ 85546, where they will be publicly opened and read aloud. All Bids must include a **bid bond for 10% of the total Bid amount** including all alternates, and all Bids must be plainly marked on the outermost packaging with “Attention: Sealed Bid – #FD2602,” and shall indicate the company name and address of the Bidder and Bid closing date and time.

Any Bids received after 2:00 PM on the above stated date will be returned unopened. The City reserves the right to reject any or all Bids, or to withhold the award for any reason the City determines. The City also reserves its right to hold any or all Bids for sixty (60) days after the Bid opening date and will not allow withdrawal of Bids during those sixty (60) days.

The Bid Documents, including Drawings and Specifications, are available in digital format by written request to Andi Lindsey or from the City’s website. A non-mandatory Pre-Bid conference will be held with a Site visit following.
