RFSQ - 258328 - On-Call Independent Cost Estimating (ICE) Services

The City of Little Rock has issued this Request for Supplier Qualifications (RFSQ) to identify qualified firms capable of providing on-call Independent Cost Estimating (ICE) services for City projects. The selected firm(s) may be requested to prepare independent, contractor-style, production-based cost estimates for construction projects, including projects delivered using alternative delivery methods, and to provide related cost-estimating and programmatic support as requested by the City.

Individual projects may include a variety of funding including foundational grants, city resources, state funds, or federal funds.

The goal of this RFSQ is to identify qualified firms to provide on-call Independent Cost Estimating services to support the City's construction project planning and delivery. Services may include contractor-style, production-based cost estimates for construction projects, including projects using alternative delivery methods, and related programmatic support. The City may issue task-specific requests defining the project, deliverables, schedule, assumptions, and level of effort.

Independent Cost Estimating

• Prepare independent, contractor-style, production-based cost estimates for construction projects when requested by the City.
• Support projects using alternative delivery methods when applicable to the assigned project.
• Apply a documented and repeatable estimating methodology appropriate to the project scope, design maturity, delivery method, and available information.
• Identify the basis of estimate, assumptions, exclusions, qualifications, and information relied upon.
• Identify quantities, unit costs, production rates, labor, equipment, materials, subcontractor or supplier inputs, and other cost components as applicable to the assignment.
• Clearly distinguish estimated construction costs from allowances, contingencies, escalation, fees, and other cost elements when those items are included in the estimate.
• Document significant risks, cost drivers, uncertainties, and items requiring clarification by the City or project team.
• Provide estimate summaries and supporting detail in a format approved by the City.

Review, Coordination, and Programmatic Support

• Coordinate with designated City staff and other project stakeholders to understand project requirements and available documentation.
• Review project plans, specifications, schedules, quantities, and other relevant documents provided for the assignment.
• Participate in meetings or review sessions when requested by the City and explain estimate assumptions, methodology, and findings.
• Identify discrepancies, omissions, scope gaps, or inconsistencies that may affect estimated costs.
• Provide comparisons between estimates or estimate updates when requested, identifying material changes and the reasons for those changes.
• Provide related programmatic support within the scope of the specific task assignment.

Deliverables and Schedule

• Submit deliverables in the format and by the deadlines established in each task assignment.
• Provide electronic copies of the estimate, supporting worksheets, assumptions, and relevant backup documentation.
• Respond to reasonable City questions and make agreed-upon corrections or revisions within the task schedule.
• Promptly notify the City of missing information, schedule risks, or conditions that could materially affect the estimate or delivery date.
• Maintain records and work papers supporting the estimates and provide them to the City upon request, subject to applicable law and contract terms.

Vendors must submit responses to this request online at LRProcure EUNA on or before the designated due date and time.

The Bidder's responsive and responsible proposal must be submitted thru LRPROCURE Bid Opportunities Portal on or before the closing date and time. The responder must also complete the *SF330 Form* included as an attachment to this solicitation.

Bidder must attach a signed copy of the *Combined Certification for Contracting with the City of Little Rock* form to the bid submission.

The Vendor must have a business license to operate in the State of Arkansas.

The qualified vendor list that this solicitation will establish will be good for three (3) years. Qualified vendors will then be invited to submit a Letter of Interest for specific projects as they occur during the term.

Pricing will be negotiated with awarded Vendor after completion of a subsequent Letter of Interest process with those firms determined to be qualified from this solicitation
