The City of Little Rock has issued this Request for Supplier Qualifications (RFSQ) to businesses authorized in the State of Arkansas and qualified to provide the requested service(s) outlined in this bid document.
Natural Steps Park is a 48.3-acre sports complex owned by the City of Little Rock just outside the city’s corporate limits, in Roland. The park is built for competition and tournament play and provides a premier destination for soccer events in Central Arkansas. The park features five (5) soccer or multipurpose fields with built in irrigation. [...] Natural Steps presents an opportunity to expand the number of fields and park amenities to further enhance it into a community asset.
Natural Steps Park is located at:
11201 Highway 300
Roland, Arkansas 72135
The City of Little Rock, through its Parks and Recreation Department, which is responsible for managing the park, is looking to find an operator that wants to manage and operate the entire site.
The City desires to find an operator that will program the park with sports programming on the existing fields with plans for improvements to the existing fields as well as expansion of the park through new fields. The operator will be responsible for all maintenance and operations at the park. The park and the fields would remain open to the general public when not programmed by the operator.
The City does not intend to provide any funding for the operations and maintenance of the park or for the expansion of the park. That responsibility will be that of the operator selected to operate the park. In exchange for the maintenance and operations at a level acceptable to Parks and Recreation Department staff in alignment with other sports complexes and City parks, the City will reduce or eliminate any corresponding lease payment requirements to the City.
