Summary

Summary fields on this page were extracted by AI from the bid documents. Always verify dates, amounts and requirements against the official solicitation.

What the bid is for

The Orange County Sanitation District (OC San) is seeking information from qualified software vendors, platform providers, system integrators, and implementation partners regarding solutions and services to modernize the information systems used to administer its industrial pretreatment program.

OC San is intentionally using an outcome-based and vendor-neutral approach. Respondents are not required to offer a product marketed specifically for industrial pretreatment. [...] This RFI is not a solicitation for bids or proposals and will not directly result in a contract award.

Scope

The proposed solution should support OC San's regulatory and operational business processes while allowing trained OC San administrators to configure and maintain data structures, forms, workflows, decision rules, calculations, notifications, document templates, dashboards, reports, and new program variations without routine vendor programming.

The purpose of this RFI is to understand available products, solution architectures, configuration approaches, implementation services, integrations, migration strategies, support models, schedules, and budgetary costs.

Project Objectives

  • Establish a secure, reliable, and searchable system of record for regulated entities, facilities, authorizations, obligations, submissions, inspections, monitoring data, compliance determinations, enforcement actions, documents, and communications.
  • Provide a unified view of each regulated entity or facility, including current status, history, related authorizations, inspections, monitoring events, submissions, violations, enforcement actions, contacts, assets, fees, and correspondence.
  • Digitize internal and external processes using configurable forms, workflows, tasks, approvals, reminders, escalations, and document generation.
  • Enable OC San staff to create and modify routine business processes in a governed low-code/no-code environment without source-code changes.
  • Support secure external self-service for applications, reports, document uploads, certifications, payments, status tracking, and communications.
  • Support field operations through responsive or mobile capabilities, including offline work where feasible.
  • Use open standards and maintainable interfaces to exchange information with laboratory, finance, GIS, identity, document, payment, reporting, and regulatory systems.
