What the bid is for

OC San is seeking a qualified Consultant to conduct an unbiased comprehensive needs assessment of its Records Management Program. The assessment shall evaluate policies, governance, organizational capacity, business processes, and operational practices and shall provide prioritized recommendations and implementation roadmap for modernization, as implementation guidance for the collective storage of digitized records from all locations into Laserfiche and long-term sustainability.

OC San previously embarked on an Enterprise Paperless Initiative, which included the implementation of a trusted Electronic Content Management (ECM) system (Laserfiche). OC San successfully implemented Laserfiche over four phases (departments) within the last four years.

The Records Management Program is administered by the Board Services Division within the Communications Department and supports records management activities across the organization through a decentralized network of Division Records Coordinators.

Scope

A review, validation, revision, or replacement of the Records Retention Schedule is not part of this Scope of Work. The assessment may evaluate roles, responsibilities, accountability, staffing, competencies, and governance necessary to effectively operate the program, but shall not include a recommendation regarding the organizational location.

OC San's objective is to receive an efficient roadmap that results in a more robust and legally compliant digital environment within the next 1-2 years.
