The California Department of Public Health (CDPH), Facilities Management Services, is soliciting bids from qualified bidders. The CDPH intends to make a single contract award to the most responsive and responsible firm offering the lowest cost.
Bids must address all the services described in the Exhibit A entitled, "Scope of Work".
The Contractor shall furnish all labor, supervision, technical expertise, instrumentation, calibrated test equipment, tools, consumables, replacement filters and related materials, reports, certifications, and other resources necessary to inspect, test, certify, maintain, and verify BSL-3 laboratory containment systems. Work shall be coordinated with CDPH FMS, the CLS Biosafety Team/Biosafety Officers, laboratory representatives, and other designated campus personnel to minimize disruption and preserve containment.

**Submission method:** All bids must be submitted under sealed cover and sent to Department of Public Health, Centralized Contract Services Unit. The sealed cover must be plainly marked with the IFB number and title, must show your firm name and address, and must be marked with "DO NOT OPEN". A minimum of three (3) copies of the bid must be submitted.
**Bid due: Tuesday, December 01, 2026 by 3 PM (PT)**. Bid opening is Wednesday, December 02, 2026 at 2 PM (PT).
The amount budgeted for this agreement shall not exceed **$149,999.99**. Any bids over this amount will be deemed non-responsive.
Award, if made, will be to the lowest responsive responsible bidder.
**DVBE participation of 3-percent is required.** Proposals without a minimum 3-percent participation from a DVBE Certified prime or subcontractor will be deemed non-responsive.
