Invitation For Bid P2675010, Analytical Testing Services

The California Department of Fish and Wildlife (CDFW), OSPR Laboratory Program (OLP) provides in-house testing services for basic water quality parameters in addition to limited nutrient analysis to support samples collected by CDFW personnel. Analytical testing services are provided to support research studies with partner State agencies, or to support enforcement actions where the goal is to protect the beneficial uses of State waters and to identify pollutants that may imperil wildlife. To provide continuous services to support CDFW activities, contingency capacity for analytical testing will be provided by the Contractor to support testing capabilities not provided by the OLP and to provide services when catastrophic instrument failure occurs at the OLP.

For a detailed description of work to be performed, see Exhibit A, Scope of Work, which is attached hereto within the sample STD. 213 standard agreement and made a part of this solicitation.

Submission

All bids must be submitted and received by CDFW on or before **November 16, 2026, 5:00PM (PT)**. Bids may be submitted by **email**, mail, or hand delivered. Faxed bids will not be accepted. Bids may be submitted by email as a PDF to the IFB contact listed on the front page of this solicitation. A hard copy bid must be submitted under sealed cover.

Contract term and budget

The contract term will be from January 1, 2027 through December 31, 2029. The awarded contract will be written for a maximum amount of **$31,000.00**.

Award

The contract Award, if made, will be to the lowest responsive and responsible bidder meeting all requirements of this IFB.

Insurance

Required insurance for this Agreement includes:

• Commercial General Liability (limits not less than $1,000,000 per occurrence with a $2,000,000 annual policy aggregate)
• Automobile Liability (limits not less than $1,000,000 combined single limit per accident)
• Workers Compensation and Employers Liability (limits of $1,000,000 are required. The waiver of subrogation endorsement must also be provided).
