RFB - REPAIR, REPLACEMENT, AND CONSTRUCTION OF SELECTED CONCRETE SIDEWALKS, CURBS, AND GUTTERS (FY24-25)

The County of San Diego, Owner, invites sealed bids for REPAIR, REPLACEMENT, AND CONSTRUCTION OF SELECTED CONCRETE SIDEWALKS, CURBS, AND GUTTERS, ORACLE PROJECT NO. 1025747, RFB 13439.

The project is in the various locations, in the unincorporated area of the County of San Diego, State of California.

**Pre-Qualification:** In accordance with Board of Supervisors Policy F-41, only those contractors that have been prequalified by the County are eligible to submit a bid in response to this RFB.

Prime Contractor shall meet or exceed three-percent (3%) Small-Local Business Subcontractor Participation Requirement.

County's Estimated Cost: This public works project is **$1,174,110.00** based on Total Bid.

Work To Be Done: Consists in general of replacement of poor condition sidewalks, driveways, curbs, gutters, curb ramps, and cross gutters. The project will include but is not limited to the repair of Old Highway 80.

Engineer's Estimate of Work

The work is divided into four bid schedules:

• Bid Schedule 1 – High Priority
• Bid Schedule 2 – Old Hwy 80
• Bid Schedule 3 – Agua Dulce
• Bid Schedule 4 – Dictionary Hill

Items include traffic control system, job site management, water pollution control program, temporary gravel bags, temporary concrete washout, roadway excavation, Class 2 aggregate base, minor hot mix asphalt, cold plane asphalt concrete pavement, minor concrete (sidewalk, driveway, curb & gutter, cross gutter, curb ramp), thermoplastic pavement marking, paint curb, root barrier, structural concrete, structure excavation, and reverse curb outlet.

Standard Specifications: The Standard Specifications of the State of California, Department of Transportation, dated 2015.

**Bid Submittal:** Offeror must submit a complete original bid in accordance with the format provided in this solicitation to the County of San Diego, Department of Purchasing and Contracting through electronic upload to BuyNet, or via sealed envelope at the Purchasing and Contracting front desk, before the Date and Time listed in Schedule.

**Contractor's License Requirements:** The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Class A, General Engineering Contractor.

**Bid Security:** In the form of cash, or a certified or cashier's check, or a Bidder's Bond for at least ten percent of the bid amount executed by a company duly authorized to issue bonds in the State of California and certified by the U.S. Department of the Treasury shall accompany the bid.

**Performance and Payment Bonds:** The successful bidder will be required to furnish a Performance Bond for one hundred percent, and a Payment Bond for one hundred percent of the Contract amount executed by a company duly authorized to issue bonds in the State of California and certified by the U.S. Department of the Treasury.

Withdrawal of bids shall not be permitted for a period of 75 days after the date set for the opening thereof.

This project is a "public work" in accordance with Labor Code § 1720, et seq.
