STATE LOBBYING SERVICES FOR WATER AND WASTEWATER INFRASTRUCTURE AND UTILITY POLICY

The City of North Miami Beach, Florida (“City”) is requesting proposals from qualified firms for STATE LOBBYING SERVICES FOR WATER AND WASTEWATER INFRASTRUCTURE AND UTILITY POLICY.

The City is seeking a qualified firm to provide Professional Lobbying Services for Water and WasteWater Utility infrastructure.

Submission method:** Proposals must be submitted electronically via the City's eProcurement Portal at https://procurement.opengov.com/portal/citynmb by **3:00 pm on Wednesday, December 2, 2026**. **PAPER PROPOSAL SUBMITTALS WILL NOT BE ACCEPTED.

Proposals and modifications received after the time set for the Proposal opening will be rejected as late.

Contract term

• Contract Duration: 3 years
• Contract Renewal: 2 annual renewals
• Prices Good for 3 years

Insurance

• Worker's Compensation Insurance as required by Florida Statute 440.
• General Liability Insurance in an amount not less than **$1,000,000** per person, **$2,000,000** per occurrence for bodily injury and property damage.
• Automobile Liability Insurance in an amount not less than **$1,000,000** per person and **$2,000,000** per occurrence. Add: Uninsured Motorist Coverage.
• Professional Liability Insurance coverage in the amount of one million ($1,000,000) dollars, with a minimum coverage of one million ($1,000,000) dollars per occurrence and one million ($1,000,000) dollars aggregate.

Proposers are required to maintain and enforce a Drug-Free Workplace Program for the duration of the agreement and any extensions thereof. Proposers shall complete and submit a copy of the attached form and a copy of the program with their proposal.

Proposals may not be withdrawn and shall be deemed enforceable for a period of 120 days after the time set for the Proposal opening.
