ADVERTISEMENT FOR EMERGENCY GENERATOR IMPROVEMENTS 2026

Sealed bids for construction of the Emergency Generator Improvements will be received until **November 10th, 2026** at **10:00 AM** local time. Bids must be submitted electronically through QuestCDN.com. No paper submissions will be accepted.

This project is funded by the Georgia Emergency Management and Homeland Security Agency's (GEMA) Hazard Mitigation Grant Program (HMGP).

Work to be done shall consist of furnishing all products and performing all labor for the installation 40 fixed generators, 10 hookups for portable generators and 5 portable generators with concrete pads, transfer switches, conduit, wiring, and all other appurtenances necessary for complete installation in accordance with the plan and specifications.

Time allotted for completion of work is **365 consecutive calendar days**. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in **one (1) Contract.**

Bids must be submitted electronically through QuestCDN.com. No paper submissions will be accepted. Base Cost of all Bids shall be published to the QuestCDN website no later than 30 minutes after the closing time. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State law.

Bidders can download the digital documents for a fee of **$150.00** for PDF file payable through the website. There will be an additional **$42.00** submittal fee.

Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than **10%** of the base bid. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.

The Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all utility work.

In order for a Bid to be considered, it is **mandatory** that the Bidder's *Affidavit of Compliance with O.C.G.A. §13-10-91* be completed and submitted with the Bid.
