Annual Return Line Cleaning (Three (3) Year Multiyear Contract)

The DeKalb County Department of Watershed Management (DWM) is soliciting bids from qualified contractors to provide sanitary sewer cleaning, manhole cleaning, debris removal, and other related maintenance services throughout the County's wastewater collection system.

Exhibit 1 provides a map of the County’s wastewater collection system and identifies the general areas where annual return line cleaning services may be performed under this solicitation.

The scope of services shall include the cleaning and maintenance of sanitary sewer lines and manholes; the removal and disposal of debris; and flow control; traffic control; site restoration; reporting and documentation; and other related services necessary to ensure the safe, efficient, and reliable operation of the County’s wastewater infrastructure.

The contract will be an “Indefinite Quantity” type with County requirements to be satisfied on an “as ordered” basis. The County makes no promise, real or implied, to order any quantity whatsoever.

**Submission method:** Sealed bids are to be submitted via the County's eProcurement Portal at https://procurement.opengov.com/portal/dekalbcountyga not later than **3:00 pm on Monday, November 9, 2026**. Telephone, fax and paper bids will not be accepted.

PRICE SCHEDULE MUST BE SUBMITTED SEPARATELY OR BIDDER WILL BE DEEMED NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD.

It is required that all responding Bidders attend the **mandatory** LSBE meeting within two-weeks of the solicitation’s advertisement, and comply, complete and submit all LSBE forms with the Bidder’s response in order to remain responsive.

Bidder shall provide three (3) references for projects similar in size and scope within the last four (4) years, to the project specified herein using the *Reference and Release Form* in the VENDOR QUESTIONNAIRE.

Bids submitted will be evaluated and recommended for award to the lowest, responsive, and responsible Bidder(s).

The Contractor shall commence the Work under this Contract within ten (10) days from the written Notice to Proceed (“Commencement Date”) and fully complete the work within one thousand ninety-five (1,095) days from and including the Commencement Date.
