City of Douglas TIA 2 (PI# 0020489) Resurfacing of 5 City Streets

Separate, sealed Bids will be received for furnishing all materials, labor, tools, equipment, and incidentals necessary for the installation of Resurfacing Improvements to Five City Streets; Gaskin Avenue, Moody Lane, North College Ave, Lockwood Drive, and Kennedy Circle for the city’s funded Transportation Investment Act (TIA) Project, PI # 002489 [...].

The Scope of Work Includes:

Resurfacing Improvements: Gaskin Avenue, Moody Lane, North College Avenue, Lockwood Drive, and Kennedy Circle 4.263 Miles

The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable Supplemental Specifications, 2024 Edition, Construction Standards and Details, 2025 Edition, and Special Provisions, contained within this contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department of Transportation Specifications.

All work on the project must be completed within **180 consecutive calendar days** of date work begins.

Proposals can be mailed or delivered to the attention of Wynetta Bolder, City Clerk at 302 South Madison Avenue, Douglas, Georgia 31533. Bids will be opened to the public. Proposals received after the designated time will not be considered. The City of Douglas may select a successful low bidder after evaluation of all bids.

All proposals shall be accompanied by a **Bid Bond** in favor of the City of Douglas, Georgia in the amount of at least **five percent (5%)** of the lump sum bid for the complete work. Performance Bond shall be equal to **100 Percent (100%)** of the contract amount and Payment Bond shall be equal to **100 percent (100%)** of the Contract amount. The Bid Bond shall be forfeited to the City of Douglas, Georgia as liquidated damages if the Bidder fails to execute the Contract and provide Performance and Payment Bonds within (10) days after being notified that he has been awarded the Contract.

Copies of the specifications may be obtained from Statewide Engineering, Inc., 516 East Ashley Street, Douglas, Georgia 31533, 912-384-7723 for **$100.00** per set (non-refundable) for printed copy or **$50.00** for pdf version emailed (non-refundable). All Bidders must receive bid package from Engineer to be considered certified. Bids from non-certified Bidders will not be considered.

The Contractor shall be a current “Prequalified Contractor” with the Georgia Department of Transportation, Office of Contract Administration or shall be approved in writing prior to bid being opened by the City of Douglas City Council. A copy of the Contractor’s “Notice of Contractor Qualification” or a copy of an approval letter from the City of Douglas, Georgia must be submitted with the bid.

The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. No bids shall be withdrawn for a period of 60 days after the opening of the bids.

• Bodily Injury (Minimum $1,000,000. required)
• Property Damage (Minimum $1,000,000. required)
• Workman’s Compensation (Statutory coverage as required by the State of Georgia.)
