Provider to Manage Children in Need of Service (CHINS) Grant Program

Chatham County is soliciting Request for Proposals (RFP) from qualified non-profit, for-profit, and governmental service providers to implement Children in Need of Services (CHINS) Grant Program, an evidence-based in-home wraparound service that incorporates a strength-based curriculum in comprehensive case management with a family centered approach. This RFP seeks to identify potential providers for the above-mentioned services.

Proposals shall be submitted on-line on the County’s procurement portal https://chathamcountyga.bonfirehub.com/portal up to **5:00 P.M., November 17, 2026**.

Evaluation

• Experience & Qualifications: 40 points
• Technical Approach: 40 points
• MBE/WBE Participation: 15 points
• References: 5 points
• Interviews/Presentations (if required): 30 points

The successful respondent will be expected to execute a contract within 30 days of notice of award. This contract will be in effect until June 30, 2027.

Insurance

• Commercial General Liability: minimum limits **$1,000,000** bodily injury and property damage per occurrence and annual aggregate.
• Worker's Compensation and Employer’s Liability: minimum limits **$500,000** for each accident, disease policy limit, each employee and Statutory Worker’s Compensation limit.
• Business Automobile Liability: minimum limit **$1,000,000** combined single limit per accident for bodily injury and property damage.
• Professional Liability: **$1 million** per claim/occurrence.

A current Chatham County or municipal business license (within the State of Georgia) is required unless otherwise specified.
