What the bid is for

The Atlanta Regional Commission (ARC) is seeking proposals for development and hosting of 3 (three) interactive web mapping and analysis dashboard applications for the Atlanta Region.

It is anticipated that the funds available for the project will be a maximum of **$50,000**. ARC intends to award the contract during CY 2026 to cover work lasting through CY 2027.

Scope

The Consultant will develop and host 3 (three) web applications in support of the following Atlanta Regional Commission (ARC) work program component:

Cost Center 601AA – Data and Research Integration

Below is the scope of work desired for the three web applications to be developed and hosted for 12 months under this contract:

1. DataNexus replacement. We currently have a demographic and socioeconomic web mapping and data analysis tool that we would like to replicate and/or improve on in a different platform. This should be a public-facing geospatial data exploration and analytics platform, designed such that new indicators, datasets, geographic layers, and visualization configurations can be easily added through administrative workflows without requiring changes to the underlying application code.

2. An interactive Regional Housing Dashboard that will serve as the public-facing implementation and performance tracking tool for the Regional Housing Strategy. The dashboard should communicate regional housing trends, allow users to explore conditions across the 11-county Atlanta region, and provide local governments, elected officials, and the public with an accessible way to monitor progress toward regional housing goals.

3. Economic Mobility Dashboard – the concept and content of this application is currently under consideration, but it should have a similar scope and functionality as the Housing dashboard above, including interactive data exploration, mapping, analysis, visualization, and progress tracking metrics.

Deliverables

  • Application and Dashboard design recommendations.
  • Fully deployed and functional interactive application and dashboards.
  • Documentation of data sources and update procedures.
  • Administrative documentation for future maintenance.
  • Knowledge transfer and staff training.
  • 12 months of web hosting services

Additional information

All proposals must be submitted electronically through the Atlanta Regional Commission (ARC) procurement website. Proposal submitted by any other method (including email, mail, fax, or hand delivery) may not be accepted unless specified in the solicitation document.

Respondents must fully register (initial registration and application completion) on the ARC procurement website to access the solicitation and submit a proposal. Proposals must be received no later than **6 November 2026 at 4:00 P.M. EST**. Late proposals will not be accepted under any circumstances.

Proposals are not to exceed a total of 10 pages (8.5 x 11). Consultants or teams of consultants must respond to this RFP with electronic versions of their proposals in either Microsoft Word or PDF file format.

Evaluation criteria

  • Related experience, qualifications, and references of the consultant (30%)
  • Technical specifications of applications (50%)
  • Delivery schedule and methodology (10%)
  • Proposed budget (10%)

A "short list" of consultants may be selected from the proposals received for interviews, if needed. The shortlisted consultants will be invited to participate in an interview process with the evaluation committee to be scheduled for the week of 16 November 2026. ARC anticipates that a contract will be awarded in December of 2026. The successful Consultant should be prepared to begin work in January of 2027.
