Steel Box Culvert Installation

The White County Board of Commissioners is requesting bids from qualified contractors to provide grading, drainage, erosion control, concrete, asphalt paving, and other items necessary for installing a pre-engineered box culvert dip-galv 08ga behind White County Tax Commissioner Building in White County. The Contractor shall provide all materials, labor, equipment, and other services necessary in the performance of this contract.

The term "Work" means the construction and services required by the Contract Documents, and includes all other labor, materials, equipment and services provided by the Contractor to fulfill the Contractor's obligations to complete work associated with erosion control, surveying, grading, dewatering, hauling, concrete, constructing and installing pre-engineered box culvert dip-galv 08ga, backfilling, base, drainage, and asphalt paving. All work and materials shall be in accordance with GDOT Standard Specifications, current edition and comply with the MUTCD, current edition.

Work Notes

• Material Certifications and Job Mix Formulas for this project will be presented to the Public Works Director prior to beginning work. All materials will be GDOT approved and from approved sources or meet manufacturers specifications. The items provided to the contractor include the aluminum shell, headwalls, wing walls, steel express foundation, structural plates, reinforcing ribs, and assembly hardware.
• The contractor shall be responsible for all phases of traffic control and erosion control, surveying, grading, dewatering, hauling, concrete, constructing and installing pre-engineered box culvert dip-galv 08ga, backfilling, base, drainage, and asphalt paving. Utilities shall be identified and always protected by the contractor.
• White County will obtain independent materials and geotechnical testing firm. The contractor will be required to give advance notice of activities involving undercutting, backfilling, concrete pouring, and paving. The contractor shall familiarize himself, and comply with the same, the findings and recommendations of the geotechnical report and structure manufacturing installation requirements.
• The project final completion date will be **120 consecutive calendar days from the Notice to Proceed date.**
• After bid is awarded and work commences, all job tickets, material certifications, asphalt tickets, tack tickets, etc. shall have the Project Number as listed on Contract ID in Appendix H. Copies of material tickets shall be reconciled and submitted with payment requests. Contractor payments will be delayed until tickets are reconciled and delivered to the Public Works Director.

**Submission:** Bids will be received by the White County Finance Department until **10:00 AM on Monday, November 30, 2026**. **Two Originals** must be mailed, hand-delivered, or express mailed to the White County Finance Director, White County Board of Commissioners, 1235 Helen Hwy., Cleveland, GA 30528. No faxed or electronic bids will be accepted. Each bidder must submit their bid in a sealed envelope or box, marked with the bidder's name and address and labeled: CP340-09-2026-Culvert. Late bids will not be considered or returned.

**Bonds:** Bid Bonds **5% of total bid amount**. Performance Bonds and Payment Bonds **100% of total contract price** (required of awarded vendor only).

Bids may not be withdrawn for ninety (90) days after the time and date set for closing, except as allowed by OCGA. If the bid is awarded it will be to the lowest cost responsible bidder. The BOC meeting to award the bid is December 7, 2026 at 4:30 PM. The contract shall become effective upon signing and shall remain in force until completion of the project.
