RFP J28007 ASSESSMENT & TREATMENT OF ADULT SEX OFFENDER

Sex offender specific treatment services are needed to provide the Judiciary and the community with a comprehensive approach in dealing with adults who are sentenced or directed by the court to obtain sex offender treatment services.

RFP J28007 is a Request for Proposals to provide assessment and treatment of adult sex offender, Fifth Circuit, The Judiciary, State of Hawaii, for the period July 1, 2027 – June 30, 2029.

All proposals and proposal forms shall be submitted electronically through the State of Hawaii Electronic Procurement System (HIePRO) at https://hiepro.ehawaii.gov/welcome.html.

Applicants interested in responding to this solicitation must be registered on HlePRO.

The proposal submittal deadline is **12:00 p.m. H.S.T., November 12, 2026**.

Awards made for this solicitation, if any, shall be done through the HlePRO and shall, therefore, be subject to a **mandatory .75% (.0075) transaction fee, not to exceed $5,000 for the total contract term**.

Initial term of contract: July 1, 2027 – June 30, 2029. The contract may be extended for an additional two (2) year period, subject to the appropriation and availability of funds and satisfactory performance of services by providers.

Responses to this RFP, including proposed prices and/or fees will be considered firm for 90 days from the proposal due date.

Pursuant to HRS §103-53, as a prerequisite to entering into contracts of $25,000 or more, providers are required to have a tax clearance from the Hawaii State Department of Taxation (DOTAX) and the Internal Revenue Service (IRS).
