RFP J28017 Adult Sex Offender, First Circuit

Sex offender specific treatment services are needed to provide the Judiciary and the community with a comprehensive approach in dealing with adults who are sentenced or directed by the court to obtain sex offender treatment services.

REQUEST FOR PROPOSAL NO. J28017: ASSESSMENT AND TREATMENT OF ADULT SEX OFFENDER, FIRST CIRCUIT, THE JUDICIARY, STATE OF HAWAII, FOR THE PERIOD JULY 1, 2027 THROUGH JUNE 30, 2029.

Submission method

All proposals and proposal forms shall be submitted electronically through the State of Hawaii Electronic Procurement System (HIePRO) at https://hiepro.ehawaii.gov/welcome.html.

**Proposal submittal deadline:** 12:00 p.m. H.S.T., December 3, 2026.

Applicants interested in responding to this solicitation must be registered on HlePRO.

As part of this procurement process, Applicants are informed that awards made for this solicitation, if any, shall be done through the HlePRO and shall, therefore, be subject to a mandatory .75% (.0075) transaction fee, not to exceed **$5,000** for the total contract term.

Responses to this RFP, including proposed prices and/or fees will be considered firm for 90 days from the proposal due date.

Contract term

Initial Term of Contract and Renewals: July 1, 2027 – June 30, 2029. The contract may be extended for an additional two (2) year period, subject to the appropriation and availability of funds and satisfactory performance of services by providers.

Compliance

Pursuant to HRS §103-53, as a prerequisite to entering into contracts of $25,000 or more, providers are required to have a tax clearance from the Hawaii State Department of Taxation (DOTAX) and the Internal Revenue Service (IRS). [...] If a provider is required to be licensed, accredited, or certified to perform the services being solicited under the RFP, the proposal shall include written verification or proof from the State of Hawaii, Department of Commerce and Consumer Affairs, or from the appropriate licensing, accrediting, or certifying body, of an active license, or of current accreditation or certification.
