Housing Locator Website Sole Source

Maintenance, support, hosting and other services for the Illinois housing search website that supports multiple State agencies unit listings and resident placement.

This is a notice of intent to award a contract as a sole economically feasible source to Emphasys Computer Solutions for Housing Locator Website.

1.) Housing Locator Website

Host, and operate a housing locator website that provides a government sponsored online housing listing and locator search that must be available and free to property owners, property managers and landlords and prospective tenants 24 hours a day and 7 days a week. The Authority requires the website to have the ability to maintain a "live" listing of regularly updated vacancies on the site, based on Property Manager updates and made available to Public Users. The Website needs to focus on affordable housing and be able to denote rental assistance as well as income qualifications. The website must handle at least 30,000 searches a week and the capacity to maintain a live listing of at least 30,000 listed units at any point.

2) Special Units Waiting Lists

The website must have a private, backend portal that is HIPAA complaint for the following main purposes: matching people on the Statewide Referral Network (SRN) waitlist with Authority funded units specially designated for the SRN waitlist; provide access to service providers in the state to prescreen potentially SRN eligible clients; provide access to persons with the title of administrator to review, track, update, and match referrals [...].

3) Services for Website and Waiting Lists

The website must have customer support to help all public users, including property managers, access and use the website. Customer support must be available at least Monday through Friday, 9am-5pm cst.

4) Reporting

The vendor for the website needs to provide ongoing data on the use of the website, including report perfomance indicators for all aspects of the contract. Access to raw data is required and should be available to download in a format appropriate to IHDA like CSV or excel format.

5) Marketing

The Authority requires the vendor to take proactive steps in promotion of the site including increasing user engagement, recruitment of new property managers, and fulfill other marketing needs as identified by IHDA.

6) Technical Requirements

The website must adhere to all State of Illinois IT requirements which includes the Illinois Information Technology Accessibility Act; and any other applicable state laws.

The hearing will be canceled unless an interested party submits written comments or makes a written request for public hearing by **Friday, 11/13/26 at 4 p.m.** to the Info Contact above.

Estimated contract begin date 11/1/2026 and estimated contract end date 7/31/2028, with 0 potential renewals. Value: Not to Exceed **629,850**.

In the event that a new vendor is awarded under B-53072 for the Housing Locator Website, the Authority will terminate the sole source contract with Emphasys once transition to the new vendor is complete and prior to the two year expiration date being requested.
