What the bid is for

The CTA is soliciting proposals from qualified Consultants for a web-based Risk Management Information System (RMIS). This RFP addresses the CTA’s desire to evaluate specialized Consultants for an RMIS system that can provide enterprise risk management capabilities strategically aligned with centralized sharing of data between Customer Service, Safety, Risk Management, Human Resources, Workers’ Compensation, General Liability Claims, Law, Operations and Finance.

The CTA’s goal is to optimize its ability to identify, evaluate, and implement procedures and programs to manage and monitor its risk of loss across all events that may arise out of bus and rail transit operations. These events may involve employees, property, customers or the general public.

Scope

Task 1: Implementation and Integration

The RMIS Proposer must provide the software, perform the installation, and perform the implementation and integration of data. The proposer shall work closely with Technology, Risk Management, Human Resources, General Liability Claims, Law, Control Center and Finance.

Task 2: Data Conversion Requirements

The CTA requires accurate conversion of its historical Claims, Enforcement, Insurance & Labor database(s). The proposer shall convert data from CTA’s current system(s) and various interfaces, including attachments, claims narrative notes, claims transactional histories, payments, custom data fields, and policy information.

Task 3: Training and Continued Support

Due to the diversity of intended Users of this system, the Proposer should anticipate and provide at minimum:

1. Extensive, hands-on training (Chicago).
2. Training sessions at selected locations for remote users (Chicago).
3. Additional in-depth training for one to two internal trainers (“train the trainers”)

Continued support is essential to a successful implementation and continuing relationship with the CTA, and the expectation is that the selected Proposer will have a “Help Center” that can respond to users expeditiously.

Task 4: Cybersecurity Requirements

  • Vendor must store, process, and transmit all CTA data within the U.S.
  • Vendor must comply with CTA data protection policies and support annual third-party security audits
  • Enforce role-based access and least privilege for all users
  • Implement multi-factor authentication (MFA) for local and remote access
  • Use secure, authenticated APIs for integrations with CTA systems (Oracle, HR, AP)

The Proposer will be required to replicate or maintain interfaces currently in place. The volume of data involved in consideration is approximately 80,000 claims. The CTA would need to convert the last 26 (Twenty-six) years of claim history including all claims currently in litigation.
